Pursuant to the provisions of Section 10.12.030 of the Chula Vista Municipal
Code, adopted by Ordinance No. 1625 on May 27, 1975, posting a permanent speed
limit on Paseo Del Rey between East "H" Street and East "J" Street for 35 mph
is in the interest of minimizing traffic hazards and congestion and promotion
of public safety.
RECOMMENDATION: That the City Council adopt resolution reducing the speed
limit on Paseo Del Rey between East "H" Street and East "J" Street from prima
facie 55 mph to 35 mph.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On January 20, 1987, a Trial Traffic Regulation (attached) was established for
Paseo Del Rey. The speed 1 imi t on Paseo Del Rey prior to January 1987 was a
prima facie 55 mph. A Traffic and Engineering study, as required by State
law, was conducted. The study showed an 85th percentile speed of 43 mph,
hor•~ever, comfortable speed fora horizontal curve is less than 40 mph. Based
on the study, the speed limit was reduced to 35 mph.
Section 10.12.030 of the Administrative Code only allows a Trial Traffic
Regulation to exist for 8 months, at which time, either a resolution affirming
the Trial Traffic Regulation must be adopted or the Trial Traffic Regulation
ceases to be effective.
A new Traffic and Engineering study indicates the 85th percentile speed is now
42 mph. It is, therefore, staff's recommendation that the Trial Traffic
Regulation adopted January 1987 be affirmed.

SUBJECT: Trial Traffic Regulation
Pursuant to the provisions of Section 10.T2.030 of the Traffic Code of the City
of Chula Vista adopted by Ordinance No. 1625 on May 27, 1975, the City engineer
has determined that in the interest of minimizing traffic hazards and
congestion and for the promotion of public safety, there is hereby established

increase in traffic due to development in the area makes it necessary to
r the speed limit from prima facie 55 to 35 MPH. The 85th percentile ,speed
-43 MPH, however, the adjacent }and use (Lutheran Church and residential
development) and roadway characteristics (design speed = 35 MPH) support, `a
posted speed limit of 35 MPH.
Said regulation to become effective upon the posting of signs or other
appropriate notice, and shall run for a trial period of eight (8) months from
the date of such posting, at which time a review of said regulation will be
made to determine if it should .be made permanent.
