On July 21, 1987, Council approved a contract with the County whereby the
County will convey to the City Community Development Block Grant funds
allocated for certain Montgomery projects and the City will imp~eom~n to hthe
project. Two of those projects were funded by the County p
Montgomery annexation, but were never implemented. The City has agreed to
implement the projects and must now appropriate the County funds allocated for
the projects to initiate the implementation process.
RECOMMENDATION: That the Council approve appropriating Montgomery CDBG
funds for the Lauderbach Community Center Parking Lot and Security Lighting
• Project and the Shy Lane Street Improvements Project.
BOARDS/COMMISSIONS RECOMMENDATION: The Montgomery Planning Committee
approved 1986-87 Supplemental CDBG funding for the Shy Lane Street
Improvements Project. The Lauderbach Community Center project was approved
for CDBG funding by the County Board of Supervisors in their 1983-84 budget,
prior to the existence of the Committee.
DISCUSSION:
The City has agreed to implement two Montgomery projects which the County
budgeted for CDBG funding prior to the 1985 annexation.
Lauderbach Community Center Parking Lot and Lights - $51,949
This project involves parking lot repaving and installation of outside
security lights at the Lauderbach Community Center.
Shy Lane Street Improvements - $46,668
This project involves a reconstruction of the street and the installation of
sidewalks, curbs, gutters and a storm sewer line extension on Shy Lane, east
of Fifth Avenue. The project was originally designed by the County to include
an inverted crown street and temporary sidewalk improvements. The County had

planned to have the street remain privately owned. The City has redesigned
the project and instigated a process to have the Shy Lane right-of-way
dedicated to the City. The City also budgeted $137,672 in 1986-87
Supplemental City CDBG funds to upgrade the project. With the new
appropriation, the total amount of County and City funds appropriated for the
project will be $184,340.
By appropriating the County prior year CDBG funds for these projects, the City
can begin spending the funds for implementation.
