The approved facility meets one of the mitigation measures called for in the EIR for the Chula Vista Shopping Center Project. San Diego Trust and Savings Bank has expressed a willingness to install certain facilities on their site at 444 H Street to prevent motorists from using the bank parking lot as a means to get around the traffic barrier and thereby effectively use Fig Avenue as a through street. An agreement with the bank has been prepared to consolidate the specific measures proposed to be undertaken by the City and the bank for traffic control on Fig Avenue and the bank site. RECOMMENDATION: That the Council approve the agreement with San Diego Trust • and Savings Bank for traffic control measures. BOARDS/COMMISSIONS RECOMMENDATION: Council approved the proposed temporary traffic barrier on Fig Avenue on August 18, 1987. The approval was made following receipt of a letter by San Diego Trust and Savings Bank which proposed that the bank would institute all of the traffic control measures included in the proposed agreement. DISCUSSION: The Fig Avenue traffic control measures approved by Council are temporary. Traffic counts on Fig Avenue will be taken prior to the vacation of Fifth Avenue and installation of the Fig Avenue traffic control barrier. They will be taken again following institution of these changes on Fig and Fifth Avenue and staff will use the counts to analyze the effectiveness of the barrier in mitigating traffic impacts caused by the vacation of Fifth Avenue. If the approved barrier is determined to be ineffective, a different traffic control measure could be considered. The proposed agreement with San Diego Trust and Savings Bank, if approved, would only be in effect if the City traffic barrier is placed such that the bank has unobstructed driveways connecting with Fig Avenue both north and south of the barrier (see attached map). This arrangement has been requested by the bank for customer convenience and to prevent a loss in bank business. Page 2, Item 7 • Meeting Date? Specific measures included in the proposed agreement are: City installation of signage to indicate Fig Avenue not being a through street; installation of signage by the bank indicating that through traffic is not allowed on the bank site; installation by the bank of additional concrete ti re stops to restrict traffic flow in the parking lot; and installation by the bank of a gate in the parking lot to prevent traffic passing through the parking lot during hours that the bank is closed. FISCAL IMPACT: The cost of the temporary traffic barrier and City signage on Fig Avenue is to be funded by the Homart Development Company. Maintenance of these facilities will be the responsibility of the City. San Diego Trust and Savings Bank will finance the cost of installation and maintenance of facilities on their site.
