HomeMy WebLinkAboutAgenda Statement 1987/09/08 Item 8CITY COUNCIL AGENDA STATEMENT • Item g Meeting Date 9/8/87 ITEM TITLE: RESOLUTION ~~~ Ad6 tin the Record of Decision and the P 9 Supplemental EIS for the Telegraph Canyon Flood Control Project SUBMITTED BY: Community Development Director REVIEWED BY: City Manage (4/5ths Vote: YES_NO X ) In January, 1986 Council adopted the Final Environmental Impact Statement (FEIS) prepared by the U.S. Army Corps of Engineers for the Telegraph Canyon Flood Control Project. A supplement to the FEIS was adopted by the Corps in March, 1987 to reflect a proposed realignment of the drainage channel for the project. The City has budgeted $1,184,000 in Community Development Block Grant (CDBG) funds to be applied as part of the City's participation in the project. Prior to securing the release of the CDBG funds by the U.S. Department of Housing and Urban Development (HUD), the City must adopt the complete environmental assessment of the project. RECOMMENDATION: That the Council adopt the Record of Decision and the Supplemental EIS for the Telegraph Conyon Flood Control Project. • BOARDS/COMMISSIONS RECOMMENDATION: The EIS Record of Decision and Supplemental EIS have been approved by the Army Corps of Engineers. DISCUSSION: HUD Rules and Regulations require that, for any CDBG funded project which may have a significant impact on the environment, an EIS must be adopted by the funded agency prior to the release of funds. The lead agency for the Telegraph Canyon Creek Flood Control Project is the U.S. Army Corps of Engineers, who prepared the EIS and adopted it in July, 1983. The City has assisted in development of the EIS and Council certified the Final EIS for the project in January, 1986. A supplemental EIS for the project has been prepared and adopted by the Army Corps to reflect a change in alignment for the drainage channel. The supple- mental EIS is attached. As originally proposed, the drainage channel would have split several private land parcels, preventing public right-of-way access. The realigned channel more closely follows property boundaries and prevents lot splits and relocation of current site occupants. The Army Corps, in the supplemental EIS, concludes that no significant impacts on the human or physical environment occur as a result of the realigned channel. The new area to be impacted by the project, as a result of the channel realign- ment, is an urbanized area between Arizona Street and Moss Street stretching • from approximately 200 feet east of Broadway to approximately 200 feet east Page 2, Item 8 Meeting Date 9/8/87 • of Industrial Boulevard. The new channel will lie up to 300 feet south of the existing channel. Dirt excavated from the new channel will be used to fill in the existing creekbed that will no longer be used. A Record of Decision has been prepared and approved by the Army Corps and it details the program of monitoring and implementing the mitigation measures identified in the EIS. The Record of Decision is also attached.
