The City Council at their meeting of August 5, 1986, adopted a map showing
proposed boundaries of 1911 Block Act - Phase XVII Cash Contract. Attached is
a copy of thi s map. In addition, City Council approved a re solution ordering
the installation of certain improvements within various blocks and instructing
the Superintendent of Streets to give notice and order the construction of
said improvements.
On September 16, 1986, the City Council held a public hearing on the 1911
Block Act - Phase XVII Cash Contract and approved a resolution making findings
at the public hearing pursuant to Chapter 27 of the "Improvement Act of
1911 ." Attached as Exhi bi t A i s the tabl a given to the City Counci 1 for the
• public hearing. This table identifies the parcels by assessment number and
gives a general description of the new improvements to be installed, the then
estimated total cost of the improvements, the estimate cost to be paid by the
property owner, and the estimated cost to be paid for by the City. Of the 18
parcels involved in the district, four of them chose to install their own
improvements. A construction contract was subsequently let and improvements
were installed adjacent to the remaining 14 parcels. These parcels are shown
in the attached report by the City Engineer.
RECOMMENDATION: That Council:
1. Approve "Report" and hold a public hearing on September 22, 1987, on the
assessments to the various parcels.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City Council, at their meeting on June 16, 1987, accepted the public
improveme nts completed by Silver Strand Contractors for the work associated
with 1911 Block Act - Phase XVII Cash Contract. This contract included all
the work budgeted for both 1911 Block Acts Phases XVII and XVIII. Staff
combined both projects into one (1911 Block Act - Phase XVII Cash Contract).

Per Council Policy No. 505-01, the property owner's cost for the improvements
excludes the contributions by the City for engineering, inspection,
construction staking, relocation of utilities, printing, advertising,
recording and publishing various information, etc. It also excludes that
portion of work which the City agrees to pay for in accordance with Council
Policy No. 505-O1.
The following is a summary of the City and owners share of the construction
costs. In general, the owner's expenses are less than those given to the
property owners at the public hearing on September 16, 1986. In two cases
(Assessment Numbers 13 and 14), the cost is greater because of the increase
scope of work approved by the property owners once the construction was in
progress.

Since the construction is completed and the improvements have been accepted by
City Council, it is now appropriate to hold a public hearing on the
assessments to the various parcels. It is requested that a public hearing be
set for September 22, 1987.
Staff will notify each property owner of their proposed assessment and date of
public hearing. A complete cost breakdown for their property and a copy of
the Engineer's report will also be sent with the notice.
