The purpose of this resolution i to allow the withdrawal of four parcels
within the City of Chula Vista from the San Diego County Lighting Maintenance
Districts and property tax transfer to the City of Chula Vista.
RECOMMENDATION: Approve resolution.

DISCUSSION:
The unincorporated area of San Diego County in the past has been serviced by
County Lighting Maintenance Districts No. 1 and No. 3. The County is currently
in the process of desolving the two districts and forming one County-wide
Lighting District for all the unincorporated area.
• During this process, the County is making some boundary adjustments to the
new Lighting District due to previous annexations and detachments involving
several cities in the County including Chula Vista, National City, San Diego,
Del Mar, San Marcos and Escondido. The County has identified four parcels of
land within the City of Chula Vista that are currently included as part of the
lighting districts but which should be excluded. The purpose of this
resolution is to approve the withdrawal of the four parcels from the San Diego
County Lighting Maintenance District.
FISCAL IMPACT:
The County Lighting District receives a small portion of the one percent
property tax allocation. This agreement specifies that any property taxes
allocated to the Lighting District for territory within the City of Chula Vista
will be transferred to the City of Chula Vista. For unincorporated areas, all
property tax revenues previ9usly allocated to Lighting Districts No. 1 and No. 3
will be transferred to the new San Diego County Street Lighting D istrict.
For Chula Vista, removal of the subject parcels from the Lighting District
will result in a property tax transfer and additional revenue to the City of
approximately $220 annually.
