At 2:00 p.m. on August 19, 1987, i n Conference Room 5 of the Publ i c Services
Building, the city Engineer received sealed bids for traffic signal
modifications at Bonita Road/I-805 southbound ramps and island reconstruction
and providing for double left turn lanes for southbound on-ramp. Bids were
received from two (2) electrical contractors to modify the intersection.
RECOMMENDATION: That Council accept the bids and award the contract to
Steiny and Company i n the amount of $113, 217 and appropriate $57,000 from the
General Fund.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On June 23, 1987, Council entered into a cooperative agreement with CalTrans
for the installation of traffic signals and roadwork at the intersection of
Bonita Road and Interstate route 805. Chula Vista agreed to administer the
contract and invoice Cal Trans for 50~ of the total cost less the cost Cal Trans
expended for design. Upon completion of the project an accounting will be
completed and CalTrans and Chula Vista will be responsible for 50~ of the
total cost including construction and staff costs. National City has agreed
to pay $30,000 to Chula Vista.
Bids were received from two contractors as follows:
1. Steiny and Company - San Diego
2. M.C.R. Electric - Imperial Beach

The low bid by Steiny and Company was slightly above the Cal Trans estimate of
$112,000. We have reviewed the low bid and believe it to be satisfactory and
recommend awarding the contract to Steiny and Company.

Since we do not expect to receive the $30,000 from National City or the State
of California share until after the project is awarded we need to appropriate
additional funds of $57,000 to cover the full contract amount.
When we receive the funds from National City and the State of California, the
General Fund will be reimbursed the $57,000.
