At the August 25, 1987, City Council meeting, the Council continued for one
week a report regarding traffic signal installation at Palomar Street and
Second Avenue in order to receive the 1987-88 Traffic CIP Work Schedule, the
Intersection Evaluation List for Traffic Signal Warrants, and the All-Way Stop
Evaluation List, and review the position of Palomar and Second on those lists.
RECOMMENDATION: That Council adopt the resolution.
• BOARDS/COMMISSIONS RECOMMENDATION: The Safety Commission has previously
approved the All-Way Stop Evaluation List, the Intersection Evaluation List,
and the CIP Work Schedule FY 87-88.
DISCUSSION:
At the August 25, 1987, meeting, staff reported to Council that there are
insufficient traffic signal funds to finance the total estimated cost of the
signal at Second and Palomar for FY 87-88 unless another signal project is
cancelled or delayed or funds are provided from a source other than the
Traffic Signal Fund. Staff reported that there was approximately $35,200 of
unappropriated balance in the Traffic Signal Fund for FY 87-88 which is
insufficient to fund the project at Second and Palomar. Staff also reported
the earliest the signal could be installed, assuming other work or other
signals were delayed, would be six months. It was, therefore, staff's
recommendation that the design work on Second and Palomar be added to the
signal schedule for design at the end of FY 87-88 with construction to start
in July of 1988.
Attached for Council's information is a CIP Work Schedule FY 87-88. The
intersection of Second and Palomar is not listed on this schedule. If it were
placed on this schedule, it is staff's recommendation that it be placed for
design in April and May, advertise in June, and start construction in July of
1988. Also attached is the 1987 Intersection Evaluation List Traffic Signal
Warrants which Council asked be provided to them. The intersection of Palomar
• Street and Second Avenue, with a total of 11 points, is tied for #9 out of 27
intersections evaluated.

If it i s Council's desire to proceed with the construction of the project this
fiscal year by appropriating the total funds required for the project, they
may do so by the attached resolution. $35,000 is available in the Traffic
Signal Fund and $45,000 is available in Block Grant Funds. Total estimated
project cost is $80,000.
The attached All-Way Stop Evaluation List shows Palomar and Second Avenue with
a point value of 21 when 30 points are needed for the installation of all-way
stops. The subject of the possibility of putting all-way stops was discussed
at a previous Council meeting of August 4 and a determination was made by
Council at that time not to install all-way stops but to direct staff to place
the intersection on the Signal Priority List.
FISCAL IMPACT:
Al ternate I: If only $5, 000 i s appropri ated for design, funds are avai 1 abl e
in the Traffic Signal Fund. Construction costs would be funded in the 1988-89
CIP from the Traffic Signal Fund in the amount of $75,000 to $80,000.
Alternate II: $35,000 is currently available in the Traffic Signal Fund.
Unappropriated Block Grant Funds in the amount of $45,000 is also available.
Annual energy and maintenance costs are estimated at $4,000.
