HomeMy WebLinkAboutAgenda Statement 1987/08/25 Item 12cCOUNCIL AGENDA STATEMENT • Item 12C Meeting Date 8/25/87 ITEM TITLE: Resolution ~~~/~ Establishing executive and middle fringe benefits or FY 1987-88 SUBMITTED BY: City Manager (4/5ths Vote:Yes No ~Jr ) Attached is the 1987-88 revised benefit package for executive and middle managers. RECOMMENDATION: Adopt resolution nrcrrrceTnnr. The following changes are proposed to the fringe benefit plan for executive and middle managers: 1. That the market basket for executive managers be increased by $233 to $3233, and that the market basket for middle managers be increased by $233 to $3033. The amount of the increase is the same amount granted to CVEA. 2. That, effective the first pay period in January 1988 (January 1, 1988), the City will pay an additional 1$ of the employee contribution to PERS • for middle management employees (total of 4$ PERS paid). 3. That life insurance for executive management will be increased from $40,000 to $50,000; and for middle managers from $20,000 to $30,000. 4. That the LTD plan language remains the same, but management intends to recommend changes in benefits offered at no increase in cost to the City. 5. That, because professional enrichment is no longer a market basket benefit without making the entire market basket taxable, and similar to what was done with CVEA last year, it is recommended that $6,000 be set aside, outside of the market basket, for prof essional enrichment, such as extra conferences and training, for the exclusive use of middle managers. Also, certain other provisions of the FY 1987-90 CVEA MOU shall apply to the middle management group, specifically Section 2.01 C (Deep Class), Section 2.01 D (Job Sharing), and Section 2.22 (Career Advancement). 6. That, to be consistent with the rest of middle management, the vacation buyback provision for Battalion Chief has been deleted. Also, the overtime provisions for Suppression Battalion Chiefs would be at straight time, which has been normal recent practice, except for last year when it was inadvertently increased to 1 1/2 times. • ' Item 12c • 8/25/87 Date 7. After request by the incumbent and negotiation with CVEA, the Environmental Review Coordinator is being moved from CVEA to Middle Management. One position (Assistant City Attorney) has been moved from Middle Management to Executive Management, and the following newly budgeted positions have been put in Middle Management: Assistant Director of Personnel, Budget Officer, Building Maintenance Superintendent, Communications Systems Manager, Executive Director of the Bayfront Conservancy Trust, Senior Personnel Analyst, and Systems Analyst.
