Pursuant to the provisions of Section 10.12,030 of the Chula Vista Municipal
Code, adopted by Ordinance No. 1625 on May 27, 1975, posting a permanent speed
limit on East "H" Street between 880 feet west of Otay Lakes Road and Rutgers
Avenue for 35 mph is in the interest of minimizing traffic hazards and
congestion and promotion of public safety.
RECOMMENDATION: That the City Council adopt resolution increasing the speed
limit on East "H" Street between 880 feet west of Otay Lakes Road and Rutgers
Avenue from prima facie 25 mph to 35 mph.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On November 26, 1986, a Trial Traffic Regulation (attached) was established
for East "H" Street. The speed limit on East "H" Street prior to November
1986 was a prima facie 25 mph. A Traffic and Engineering study, as required
by State law, was conducted. The study showed an 85th percentile speed of 46
mph with no unusual conditions. Based on the study, the speed limit was
raised to 35 mph.
Section 10.12.030 of the Administrative Code only allows a Trial Traffic
Regulation to exist for 8 months, at which time, either a resolution affirming
the Trial Traffic Regulation must be adopted or the Trial Traffic Regulation
ceases to be effective.
A new Traffic and Engineering study indicates the 85th percentile speed is now
45 mph. There has been no increase in accidents. It is, therefore, staff's
recommendation that the Trial Traffic Regulation adopted November 1986 be
affirmed.

SUBJECT: Trial Traffic Regulation.
Pursuant to the provisions of Section 10.12.030 of the Chula Vista
Municipal Code, adopted by Ordinance No. 1625 on May 27, 1975, the
City Engineer has determined that in-the interest of minimizing
traffic hazards and congestion and for the promotion of public
safety, there is .hereby established

East "H" Street between 880 ft west of Otay Lakes Rd and Rutgers~Ave. is a four
lane east-west major street with a median. The right of way is 117.5' wide west
of Otay Lakes Rd and 100' wide east of Otay Lakes Rd. There is a free right turn.
onto westbound East "H" St. from Southbound.Otay Lakes Rd; in this area, south-
bound right turning traffic merges with traffic westbound on East "H"Street.
,~: East of Otay Lakes Rd. there is single fiamily residential frontage on both sides

the street with direct driveway acess. Also fronting on this street there are
two schools. and one church. There is an existing school crossing at the intersection
of East•"H" St, and Otay Lal:es Rd. A school crossirig will be installed shortly
at Auburn Ave for school age pedestrians. A 35 MPH speed limit is recommended
because of the residential character of•the neighborhood with the presence of two
schools and school crossings, orie of which is at the intersection of-two major
highways; because of the signing requirements for school crossings and because of -.
the zone. for merging traffic on westbound East "H" St. west of Otay Lakes Rd.
This trial traffic regulation amends the trial traffic regulation setting speed
limits on East "H" Street east of I-805. East "H" Street from approximately
-1760' west 'of Buena -Vista Way to a ~~oint 880' west of Otay Lakes Road (center_1,ne)

said regulation to become effective upon the posting of signs or
other appropriate notice, and shall run for a trial period of eight
(a) months from the date of such posting, at which time a review of
said regulation will be made to determine if it should be made
permanent.
