COUNCIL AGENDA STATEMENT • Item 10 Meeting Date 8/18/87 ITEM TITLE: RESOLUTION ~~~ © ~~ Approving the temporary restriction of through traffic on Fig Avenue SUBMITTED BY: Community Development Di recto REVIEWED BY: City Manager ~'~.~~ the Vote: Yes No X ) A condition of Council approval for the vacation of Fifth Avenue between H Street and I Street was that measures be taken to prevent a significant increase in traffic using Fig Avenue. A public meeting was held on July 27 with residents, property owners and businesses in the vicinity of Fig Avenue to discuss alternatives for limiting through traffic on Fig Avenue. This item i s to consider a temporary restriction of through traffi c on Fi g Avenue, with traffic monitoring to be done to determine the effectiveness of the measure. RECOMMENDATION: That Council approve the temporary installation of through traffic barriers on Fig Avenue north of Shasta Street and direct staff to evaluate the effectiveness of the traffic control measure and report back to Council with the results of the evaluation (Exhibit G). • BOARDS/COMMISSIONS RECOMMENDATION: The Town Centre II Project Area Committee approved the EIR for the Chula Vista Shopping center renovation project. A specific mitigation measure of the EIR was the closure of Fig Avenue to through traffic. DISCUSSION: A public meeting was held on July 27, 1987 with Fig Avenue area residents, property owners and business managers. It was a consensus of the meeting attendees that the closure of Fig Avenue to through traffic was desirable. Six different alternatives for closing the street were presented at the meeting. Diagrams of these proposals are attached as Exhibits A through F. The alternatives ranged from the cul-de-sacing of both Fig Avenue and Guava Avenue to restriping Fig and constructing a protruding curb on the west side of the avenue making through traffic difficult. The preferred alternative of local residents was to close Fig Avenue south of Shasta Street, as shown in Exhibit A. The representative of San Diego Trust and Savings Bank, which is located at the southwest corner of the intersection of H Street and Fig Avenue, expressed the concern that closure of Fig as recommended by the resi dents woul d block a driveway i nto the bank and prevent access to Fig Avenue south of the closure barrier. It was felt that, because :7 Page 2, Item 10 • Meeting Date 8/18/87 of the inability to enter the bank property from the south and the likely traffic congestion that would develop on Fig Avenue north of the barrier, the bank's business could suffer significantly from lack of customer convenience. The bank explored the installation of a a driveway connection between the bank and the Chula Vista Shopping Center parking lot directly to the west. However, the bank determined that access into the bank lot from the south, through the shopping center, would be considerably less convenient for bank customers than accessing the bank directly from Fig Avenue. It is recommended that the street closure alternative chosen by the residents be modified to place the traffic barrier north of Shasta Street, thereby allowing a driveway to connect the bank parking lot with Fig Avenue, south of the barrier. The proposal is displayed in Exhibit G. A concern has been expressed by some area residents that a proposal such as this would allow vehicles to use the bank parking lot to avoid the barrier and thus still use Fig Avenue as a through street. It is expected that traffic in the parking 1 of duri ng the bank' s hours of operati on, and particularly the vehicles 1 i ned up for the drive-up tellers, would discourage motorists from using the bank lot as a means to evade the barrier and use Fig Avenue as a through street between H and I Streets. The bank has also expressed a willingness to block some of their driveways while the bank is not open for business to discourage through traffic. It i s also proposed that traffi c counts be taken on Fi g Avenue both prior to and following implementation of both the temporary traffic barrier on Fig Avneue and the vacation of Fifth Avenue. It could then be determined whether the closure of Fig Avenue as proposed was an effective mitigation measure for the vacation of Fifth Avenue. FISCAL IMPACT: The Homart Development Company will implement and finance the Fig Avenue closure as a portion of the traffic mitigation program necessitated by the development agreement for the Chula Vista Shopping Center Redevelopment Project.
