These improvements were a condition of approval for the Bonita Long Canyon Units 2 and 3 subdivisions. The improvement agreements for these subdivisions were approved by Council Resolution Nos. 12531 and 12690, respectively. RECOMMENDATION: That Council adopt a resolution accepting the Corral Canyon Road public improvements. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. • DISCUSSION: Staff has been contacted by local residents in the City and County regarding the opening of Corral Canyon Road. The sentiment seems to be equally divided on whether to open or keep the road closed. The requirement to construct and open the road was established as a condition of the approval of Bonita Long Canyon Units 2 and 3. As part of the negotiations for approving a Developer Agreement for Bonita Long Canyon Units 4-7, City staff is proposing that the developer agree to improve the intersection of Central Avenue and Bonita Road; widen Central Avenue to provide a minimum of one lane in each direction and a continuous two-way left turn lane; a traffic signal at Central Avenue and Corral Canyon Road; and provide further widening as traffic increases. While traffic will increase on Central Avenue and Corral Canyon Road, it should decrease on Bonita Road and Otay Lakes Road and provide better overall transportation circulation in the area. The Corral Canyon Road improvements proposed for Council acceptance generally extend from East "H" Street to the City/County boundary line, where the improvements connect with those within County jurisdiction (see locator map). Inspections of the Corral Canyon Road improvements built by the McMillin Development Company were made on May 5, 1987, and May 19, 1987. Subsequently, letters of deficiencies were prepared dated May 18, 1987, and May 28, 1987. • Page 2, Item 6 • Meeting Date~"7T$7$7 A final inspection was performed on August 11, 1987. All but one of the deficiencies has been corrected in accordance with approved plans and to the satisfaction of the City Engineer. The one uncompleted item is the cold planing of a 20-foot-wide portion of the Corral Canyon Road pavement just north of Thorton Road (entrance to unit 2) to provide a smoother riding surface. McMillin Development Co. officials have been unable to schedule the special machine needed to grind the pavement. The work to be done will require about 1 to 2 hours to accomplish once this machine is rented and brought to Chula Vista from the Los Angeles area. Due to the minor amount of work required to correct this one deficiency and the cooperation we have always obtained from McMillin Development Co. officials, staff recommends that the Corral Canyon Road improvements be accepted.
