SUMMARY
The Police Department and South Bay Community Services have been working in
partnership for the past twelve years providing support services to domestic violence
victims in the community. The California Emergency Management Agency, who
administers the Domestic Violence Response Team grant, has notified the Police
Department of additional funding to supplement its existing grant award.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.

On April 13, 2010, the City Council accepted grant funding from the California
Emergency Managemcnt Agency (CaIEMA) for the Domestic Violence Response Team
(Resolution # 2010-070). The Police Department was awarded $150,000 for the grant
period ofJanuary I to December 31,2010. CalEMA recently notified existing awardees
of additional funding that must he spent by Decemher 31,2010. This additional funding
of $25,367 will enhance the Domestic Violence Response Team by adding 0.25 FTE
Advocate and 0.15 FTE Prob'fam Coordinator from South Bay Community Services. The
grant also funds indirect costs, which is calculated at 5% of subcontracted costs.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specitic and consequently the 500 foot rule tound in Calitornia Code of
Regulations section I 8704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Adoption of this resolution will result in an appropriation of$24,159 to the supplies and
services category and $1,208 to the other expenses category of the Police Grant Fund.
The grant funding from the California Emergency Management Agency will completely
otfsct the South Bay Community Services subcontracting costs of 0.25 FTE Advocate
and 0.15 FTE Program Coordinator during the grant period of January I, 2010 to
December 31, 20 I O. Continuing services of the Advocates and Program Coordinator
beyond December 31,2010 is contingent upon additional grant funding from CalEMA to
support the program.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Police Department and South Bay Community Services have

WHEREAS, the California Emergency Management Agency, who administers

NOW, THEREFORE, BE [1' RESOLVED the City Council of the City of Chula
Vista does hereby accept $25,367 from the California Emergency Management Agency
and appropriate $24,159 to the supplies and services category and $1,208 to the other
expenses category of the Police Grant Fund for the Domestic Violence Response Team.
