The Police Department has been awarded various OTS grants, including the Serious Traffic Offenders Program (STOP), Comprehensive Traffic Safety Program, DUr Enforcement Program, and Selective Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding new positions. Additionally, OTS administers mini-grants such as the Sobriety Checkpoint Mini-Grant Program and Click It or Ticket, which fund traffic enforcement operations on an overtime basis. The Police Department has received funding in the amount of $1\7,412 from the California Office of Traffic Safety for the Sobriety Checkpoint Mini-Grant Program. The goal of this program is to reduce the number of victims killed and injured in a1cohol- impaired crashes. The Department has been approved to conduct a total of 14 sobriety checkpoints during the period of November 1, 2010 to September 6, 2011. The grant period encompasses two national mobilization periods. The Winter Holiday mobilization runs from December 17, 2010 to January 2,2011, and the Labor Day mobilization runs from August 19,2011 to September 5,2011. Six checkpoints must be conducted during each of these two mobilization periods and two checkpoints can be conducted outside of the mobilization periods. Each sobriety checkpoint will be compensated on an overtime basis only. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the acceptance of $117,412 of grant funding from the California Office of Traffic Safety. Because the grant period crosses between two fiscal years, $67,093 will be appropriated to the fiscal year 2010/2011 budget of the Police Grant Fund and $50,319 will be included in the proposed fiscal year 201\/2012 budget. The funding from the California Office of Traffic Safety will completely offset the overtime costs incurred for the Sobriety Checkpoint Mini-Grant Program, resulting in no net fiscal impact. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS None. Prepared by: Jonathan Alegre. Principal Management Analyst.
