HSIP funds are eligible for work on any publicly owned roadway or bicycle/pedestrian pathway or trail that will correct or improve the saDety of its users. Three candidate projects are proposcd to be submitted prior to the December 9,2010 deadlinc. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 1537S of the State CEQA Guidelmes because the proposal cOllsists of an administrative fundll1g solicitation without the assurance that these funds will be procured for future projects. Once the funding is obtained and the projects clearly defined, then, additional environmental review will be conducted and the appropriate determmation will be made. Therefore, pursuant to Section 15060 (c)(3) oftlie State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolutioll. 11-1 11/23/10, Item~ Page 2 of 4 BOARDS/COMMISSION RECOMMENDA nON Not applicable DISCUSSION Section 1401 of the Safe, Accountable, Flexible, Efficient, Transportation, and Equity Act - Legacy for Users (SAFETEA-LU) amended Section] 48 of Title 23 to create a ncw, core Highway Safety Improvement Program (HSIP). On September 3, 2010, Caltrans arLllounced a call for HSIP projects based upon anticipated Federal safety funding in the 2010/11 Fedcral Fiscal Year (FFY) which began October I, 2010. This call for projects is through the Federal competitIve Highway Safety Improvement Program (HSIP) Grant Program. Caltrans expects the HSIP Cycle 4 funding apportioned to local agencics to be approximately $70 million. Eligible applicants include cities and counties for any publicly owned roadway or bicycle/pedestrian pathway or trail that will correct or improvc the safety of its users. For a project to be eligible, a specific problem must be identified for correction and the proposed countermeasure must correct or substantially improve the condition. The last year HSIP Cycle 3 approved projects totaled close to $5U million. The City proposes to apply and submit applications for HSIP grant funding and has identified the following two different types of projects: . [nstallmisslng infrastructure, such as sidewalks, curbs, gutters and pedestrian ramps; . Modify an existing traffic signal at an intersection to reduce the accident rate. The maximum reimbursement percentage for any HSIP project is 90 percent where the maximum amount allocated to any single project is $900,000. The grant also requires a local match of 10 percent, which would come from TransNet funds and/or Traffic Signal Funds as appropriate. Statewide, $70 million worth of projects will be selected from the FFY201OI1l HSlP Program applications. For FFY20 I 0/11 HSIP Program, it is recommended that the City apply for funding for the following three projects: Proposed Project No.1: Construction of Missing Infrastructure along Moss Street between Broadway and Third Avenue. The proposed project location is along Moss Street between Broadway and Third Avenue that lacks Sidewalks, curb and gutters, and ADA compliant pedestrian ramps. The scope of work for the proposed project consists of installing Portland Cement Concrete monolithic curb, gutter, and sidewalks, ADA pcdestrian ramps, asphalt concrete pavement, and other miscellaneous items of work necessary for the project. This project will serve Harborside and Rice Elementary Schools, Chula Vista Adult School, and the single and multi residential properties along both sides of Moss Street. There is approximately 1755 L.F. of work needed along this block. The estimated cost of this proposed project is $850,000. The Moss Street corridor was rated as priority #21 of the top 30 priority corridors recommended for pedestrian improvements under the City Adopted Pedestrian Master Plan. This project is programmed in FY 10111 Capital Improvement Program (STL366) for preliminary engineering only. However, if a grant is awarded, the existing programmed funds would be programmed for other future projects. 11-2 11/23/10, Item J I page3cl4 Proposed Project No.2: Construction of Missing Infrastructure along Oxford Street between Broadway and Fifth Avenue. The proposeu project location is along Oxtord Street between Broauway and Fifth Avenue which lacks sidewalks, curb and gutters, and ADA compliant peuestrian ramps. The scope of work for the proposed project consists of installing Portland Cement Concrete monolithic curb, gutter, and sidewalks, ADA pedestrian ramps, asphalt concrete pavement, and other miscellaneous items of work necessary for the project. This project will serve Harborside and Lauderbach Elementary Schools, Palomar High School. and the single and multi-family residential properties located on both sides of Oxford Street. There is approximately 810 L.F. of work needed along this block. The estimated cost of this proposed project is $323,000. The Oxforu Street corridor was rated as priority #1 S of the top 30 priority corridors recommended for pedestrian improvements under the City Adopted Pedestrian Master Plan. This project is programmed in FY 10/11 Capital Improvement Program (STL368) for preliminary engineering only. However. if a grant IS awarded. the existing programmed funds would be programmed for other future projects. Proposed Project No.3: Traffic Signal Modification at the intersection of Third Avenue and "K" Street. The proposed project ]S to upgrade and mouifiy the existing traffic signal system at the intersection of Third A venue and "K" Street. The proposed protected left-turn only phase movement is targeted at reducing the frequency of collisions resulting from conflicts associatcd with left-turn mane LIvers and opposing through vehicles. Also, as part of the proposed improvement is the installation of ADA compliant push buttons with 4 part crossing instruction signs, installation of loop detectors, re-wiring the intersection, minor sidewalk improvements, construction of ADA compliant pedestrian ramps, installation of 250 watt luminaires, enhanced re-striping and signage, and other required traffic control devices. The estimated cost of this proposcd project is $314,000. This project is programmed in FY 10/11 CIP (TF33?) lor preliminary engineering and construction. However, if a grant is awarded, the existing programmed funus would be programmed for other future traffic signal related projects. In summary, Caltrans administers the HSIP Program funds. Staff is preparing the grant applications for the three projects described in this report and plans to submit the applications, pending Council approval, to the Caltrans District Office before the December 9, 2010 deadline. Staff will return to Council for appropriation of funds if awarded. Also. the Metropolitan Transit System (MTS), with the San Diego Association of Governments (SANDAG), is planning to submit an HSIP grant application to improve their trolley facility at the intersection of Industrial Blvd and Anita Street located in the City of Chula Vista. The City of Chula Vista supports this project and will be partnering with them. Since, there is an existing Capital Improvement Program (TF319) Project programmed to improve existing traffic signals at the same intersection, if the grant application is approved, staff will return to Council tor appropriate co-sponsoring actions required. 11-3 11/23/10, Item~ Page 4 of 4 DECISION MAKER CONFLICT Slaff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the properties, which are the subject of this action. CURRENT YEAR FISCAL IMPACT There is no liscal impact to the General Fund. If the resolution is approved, the City will apply for HIghway Safety Improvement Program (HSIP) funding. If a grant is awarded, staff will retum to Council with a rccommendation to accept the grant funds ant! appropriate the grant funds into the existing Capital Improvement Program (CIP) projects. Sufficient funds have been identified within the TransNet fund and Traffic Signal Funt! to meet the 10% local match requirement. ONGOING FISCAL IMPACT There is no ongoing fiscal impact at this time. Install missing infrastructure, such as sidewalks, curbs, gutters and pedestrian ramps . Modify an existing traffic signal at an intersection to reduce the accident rate; and WHEREAS, these projects are: I. Construction of Missing Infrastructure along Moss Street between Broadway and Third Avenue. 2. Construction of Missing Infrastructure along Oxford Street between Broadwav and Fifth Avenue. , . 3.
