The EASTLAKE DEVELOPMENT COMPANY is in the process of preparing a General Plan
Amendment which will include EASTLAKE I plus additional property now within
EASTLAKE II and has requested the City to prepare a Financing Plan for public
facilities which will be required by the expanded development in conformance
with Council Policy. It is proposed to retain consultants for the preparation
of the plan for which all costs will be paid for by the developers.
RECOMMENDATION: That Council adopt the Resolution.

• DISCUSSION:
The EASTLAKE DEVELOPMENT COMPANY is in the process of preparing a General Plan
Amendment for the EASTLAKE I area south of Telegraph Canyon Road and
additional property south to the proposed alignment of Orange Avenue,
currently within the area designated for EASTLAKE II.
Council Policy requires a plan for financing public facilities to insure that
public facilities are provided concurrent with need. The developer has
requested the City to prepare the Financing Plan and it is recommended that
the same consulting team that recently implemented the provision of facilities
in EASTLAKE I be engaged to carry out this effort.
The consulting team will be composed of George T. Simpson, Project Manager,
and Willdan Associates in association with F. Mackenzie Brown, and
Kadie-Jensen and Johnson. This team is recommended because of their
experience with EASTLAKE I and their demonstrated ability to prepare a plan
for financing public facilities.
FISCAL IMPACT: None to the City. The EASTLAKE DEVELOPMENT COMPANY will
provide funds for the consultants' services and City costs for the
preparation of the Financing Plan.
