On July 14, 1987, the City Council by Resolution No. 13141 awarded a contract
to Sim J. Harris Co. for the placement of chip seal (1987-88 Program) at
various locations in the City.
The bid submitted by Sim J. Harris was below the engineer's estimate by 26%.
The bid is considered to be excellent and offered the possibility for the
contractor to chip seal some additional streets which were originally planned
to be chip sealed by City forces. Staff has met and negotiated a change order
with the contractor to add more street segments to the project. The proposed
change will result in an increase of $49,216.79 to the $114,373.32 original
bid amount (or 43%) and will add the following collector streets:
First Avenue from "E" Street to "H" Street
Second Avenue from "C" Street to "H" Street
Fifth Avenue from "C" Street to "H" Street
RECOMMENDATION: That Council adopt the resolution approving the change
order and authorizing the City Engineer to execute it on behalf of the City.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
For the past two years, the City's chip seal program has consisted of streets
to be sealed by City staff and streets to be sealed by contract forces.
As discussed in the proposed budget, the City is in the process of acquiring a
self-propelled chip spreader which will make our force account program more
efficient by modernizing the equipment and reduce City staff time required to
perform the work. Thi s equipment wi 11 not be avai 1 abl a unti 1 summer of 1988,
however. This recommendation to do more chip seal work by contract was made
on the basis of the favorable bids and is not affected by our plans to acquire
this equipment for use next year.

This year, the bid received from Sim J. Harris Co. at a cost of $0.683 per
square yard was considerably less than anticipated. Because of the favorable
bid, the contractor can chip seal the previously referenced three additional
collector street segments within the original budget amount of $184,300.
After deducting the original contract amount and the necessary funds for
associated costs such as design engineering and inspection, there still is
$56,300 available for the recommended additional work. The added work
totaling $49,216.79 still leaves a savings of $7,000 in the CIP budget.
FISCAL IMPACT: The proposed change order will increase the contract cost by
$49,216.79. The amount available for further chip seal work is $56,300.
Thus, there will be no need to appropriate additional funds to cover the
proposed change order.
