In November 1986, Council awarded a contract to the firm of JHK & Associates
to update the Circulation E1 ement of the General Plan. At that time, i t was
expected that the transportation planning computer model runs performed by
SANDAG as part of the Otay Mesa Task Force Study would be used as the basis
for this general plan work. However, during the review of PRC's land use
scenarios it has become apparent that this computer modeling will not
accurately reflect PRC's proposed growth scenarios for the Eastern Territories
unless modified. Approval of the attached amendment to the consultant's
contract will authorize this modification and allow the General Plan Update to
proceed on schedule.
• RECOMMENDATION: That Council:
1. Adopt the resolution approving an amendment to the contract for the
preparation of the Circulation Element of the General Plan; and
2. Appropriate $7,000 from the unappropriated balance of the Eastlake I
Development Impact Fund for the additional work.

DISCUSSION:
The consultants for the General Plan Update will be developing at least three
land use scenarios and at least three alternative circulation networks for the
Chula Vista Sphere of Influence. These scenarios will be input into SANDAG's
land use/trip generation model which was developed by the Otay Mesa Task
Force.
It was originally assumed that the Transportation Analysis Zone (TAZ) System
which was developed for and used in the SANDP.G modeling for the Otay Mesa
Study would be able to accommodate the land use scenarios developed by PRC.
However, it is now apparent that this TAZ system must be restructured in order
to accurately reflect the proposed land use scenarios that PRC has developed
for Central Chula Vista and the Eastern Territories. At the suggestion of

SANDAG/J HK and at the City's request, JHK has restructured the Otay TAZ map to
establish new TAZ boundaries and will assign the land use projections
associated with each PRC scenario to the revised TAZ system. This work is
critical to SANDAG~s computer modeling process in order to produce computer
model runs which accurately reflect each proposed growth scenario. The output
from these computer model runs will then be analyzed and used to develop a
final land use plan and circulation network.
Additional funding to cover the consultant's increased scope of work amounts
to $7,000. Since this modification to the TAZ system is necessary to reflect
land use scenarios developed for the Eastern Territories, it is appropriate
that Eastlake I Development Impact Funds be used for this additional work.
