Following the demolition of the vaults, several soil samples will be taken from the area beneath the vaults • for analysis to determine whether liquid wastes escaped from the vaults. RECOMMENDATION: That the City Council conduct a public hearing and consider and approve the attached resolution and findings therein: 1. Adopting Negative Declaration IS-88-2; 2. Finding that the proposed project is consistent with the policies of the certified LCP; and 3. Issuing Coastal Development Permit #015 BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: The project entails the removal of liquid waste from two vaults on Gunpowder Point and demolition and disposal of the vaults. The locations of the concrete vaults are shown on Exhibit A. Vault #1 Vault #1 is constructed of 8-inch heavily reinforced concrete with the approximate dimensions of 28 feet by 32 feet by 15 feet deep. This vault contains about 8 feet (or 50,000 gallons) of liquid. The liquid in Vault #1 has two distinct layers or phases; therefore one sample was taken from each • Page 2, Item 20 • Meeting Date~T layer. The top layer in Vault #1 (approximately 8,000 gallons) contains excessive levels of oil, lead, and zinc. That material will be hauled away from the site under a Hazardous Waste Manifest to an appropriate receiver. The proposed receiver is International Technology Corporation's (IT) Imperial Valley Disposal facility. The bottom layer in Vault #1 will be hauled away under Industrial Waste Trucker's Discharge Permit to the City of San Diego's Pump Station I or II, following receipt of laboratory analysis showing a lead concentration of 0.6 mg/1 or less. Vault #2 Vaul t #2 has 12-inch concrete wal 1 s and has the approximate dimensions of 6 feet by 11 feet deep and contains approximately 2,000 gallons of liquid. The contents of Vault #2 will be hauled away under an Industrial Waste Trucker's Discharge Permit to Pump Station I or II in the City of San Diego. The liquid will be removed from the vaults with vacuum trucks. Because of the design of the vacuum pump system to be used, negative vacuum pressure is continuously maintained throughout the system. This vacuum pressure ensures that if a small hole or opening develops, the liquids will not escape into the environment. Liquid spillage can, however, occur when the suction hoses are • being disconnected after the tank trailer has been filled and the vacuum pumps have been turned off. At this time residual liquids that may have pooled in the hoses can be accidentally dumped on the ground. Any liquid lost in this manner will be immediately cleaned up by applying absorbent material and collecting and disposing of contaminated soil. Following removal of the liquids from the concrete vaults, the vaults will be cleaned with a pressure washer. A medium-sized backhoe with a hoe-ram attachment will be used to break up the concrete material. The concrete will be disposed of as non-hazardous material at a Class III Landfill. Two or three soil samples will be taken from the area beneath the concrete vaults. The soil samples will be analyzed for the same major constituents as the liquid samples. Following receipt of acceptable sampling results, the holes left by the concrete vault will be filled using soil from Chula Vista Investment Company's Midbayfront stockpile. An estimated 500 tons of fill will be required. If the soil around the vaults has been contaminated, plans will be developed to define the limits of contamination and clean up the contaminated area. Based on the following findings, the proposed project is consistent with the policies of the certified Chula Vista Bayfront Local Coastal Program: 1. Consistent with the grading and drainage requirements in Section 19.87.07 of the Specific Plan, siltation in wetland areas resulting from site runoff will be minimized by conducting demolition and backfilling • activities between April 1 and November 1. In addition, all areas `"'', ~ • Page 3, Item 20 Meeting Date 8/4/87 disturbed by grading will be planted within 60 days of initial disturbance and prior to December 1. Finally, the planting shall be done under the supervision of a licensed landscape architect and will provide seeding, mulching, fertilization, and irrigation adequate to provide 90 percent coverage within 90 days (planting will be repeated if adequate coverage is not established). 2. Vault #1 is located on the portion of Gunpowder Point zoned for hotel usage. Vault #2 is located north of Vault #1 in the area designated for public open space. Removal of the liquid wastes and the vaults in a safe manner is consistent with the planned uses of the area. 3. The demolition of the vaults would improve the visual quality of Gunpowder Point and thus is consistent with the LCP form and appearance guideline which states "Improve the visual quality of the shoreline by promoting public and private uses which provide proper restoration, landscaping, and maintenance of shoreline areas". 4. The demolition of the vaults would also remove a blighting influence on the area consistent with the form and appearance guideline which states "Remove, or mitigate by landscaping, structures or conditions which have a blighting influence on the area". • FISCAL IMPACT: Not Applicable WPC 3050H the City Coancil of Chula Vista, California Dated ~. ~ ~~
