This project is exempt from environmental review under the CEQA guidelines pursuant to Section 15304 Class 4. The graphic, attached as Exhibit A, shows the location of the property proposed for weed removal. RECOMMENDATION: That the City Council conduct a public hearing and consider • the attached resolution, and findings therein, which finds that the proposed Midbayfront weed removal is consistent with and adequate to carry out the policies of the certified Chula Vista Bayfront Local Coastal Program (LCP) and issue a Coastal Development Permit for said project. The weed removal does not require grading, so the prohibition on grading between November 1 and April 1 does not apply. 3. The weed removal would improve the visual quality of the Midbayfront and thus is consistent with the LCP form and appearance guideline which states "Improve the visual quality of the shoreline by promoting public and private uses which provide proper restoration, landscaping, and maintenance of shoreline areas". 4. The weed removal would also remove a blighting influence on the area consistent with the form and appearance guideline which states "Remove, or mitigate by landscaping, structures or conditions which have a blighting influence on the area".
