The project is exempt from environmental review, however, a con- struction permit will be required in addition to a coastal development permit. RECOMMENDATION: That the City Council conduct a public hearing and consider and adopt the attached resolution and findings therein: 1. Finding that the proposed project is consistent with the policies of the certified LCP; and 2. Approving Coastal Development Permit No. 025 subject to conditions listed on Exhibit A. ~S/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The applicant proposed to install approximately 245 linear feet of underground con- crete conduit to house (4) 4" utility conduits. The purpose of this project is to connect low-voltage utility lines between two existing industrial buildings separated by B Street right-of-way. The conduits will accommodate supervisory and computer lines. Construction will consist of trenching to a depth of 5 feet, conduit construction, back fill, compaction, and repaving. The site is currently developed with industrial buildings and roadway pavement and is void of any native vegetation. The site does not support any wildlife. Wetlands are not on or adjacent to the work site. Excavation activities will be limited to the months between April 1 and November 1 as are all grading activities to be conducted within the Bayfront Specific Plan boundaries. Conditions of Approval 1. Trenching is limited to the months from April 1 through October 30. 2. The applicant and proposal shall comply with all coastal zone requirements • and standard conditions of approval listed in the Coastal Development Pro- cedures Manual. The project site is located on existing, developed industrial property and the site does not have access to coastal waters or resources. Therefore, no restriction or impact on coastal access or recreational facilities will result from this project. 2. Construction activities consist of trenching on currently developed land. There are no natural plants or wildlife present or dependent upon the site; therefore, no impact on wildlife will result. 3.
