of San Di a ~an the City of Chul a Vista for the acquisition,
installation and maintenance of metering devices to measure
sewage flow at the "J" and "G" Street meterin stations

As a member agency to the Metropolitan Sewerage System (Metro System), the
City of Chula Vista (City) is required by agreement to compensate the City of
San Diego (Metro) for administration, maintenance and operation (M&0) expenses
for wastewater treatment. These charges are based proportionally on the
amount of sewage the City discharges into the Metro System to the total flow
of the system. The amount discharged by the City is determined from sewage
flow data collected by monitoring, or metering, stations, installed at points
of connection to the Metro sewer. Two of these stations are located on the
"J" and "G" Street sewer mains. The meters existing at these stations are in
need of replacement. The Agreement before Council will authorize Metro to
.acquire and install monitors manufactured by ADS Services Incorporated (ADS).
RECOMMENDATION: It is recommended
approving the agreement between the
installation and maintenance of the ADS
metering stations.
DISCUSSION:

Sewerage meters at "G" Street and "J" Street were initially installed in 1963
and extensively rebuilt in 1975. Since that time, replacement parts have been
inc reasingly difficult to find. Flow monitors manufactured by ADS will be
used to replace the existing meters. The ADS meters are more accurate and
dependable and have the capability of being remotely accessed to download the
flow data. It is for these reasons San Diego has recommended replacing
existing meters with ADS meters.
The attached agreement authorizes San Diego to acquire, install and maintain
the ADS flow monitors for the "J" and "G" Street metering stations. Under
thi s agreement the City agrees to reimburse San Diego for 1) the purchase and
installation of the flow meters at approximately $18,000 per meter and 2)
maintenance of the meters at approximately $2,570 per meter per year after the
expiration of a 90-day warranty period. Funds for the costs associated with

the acquisition and installation of the meters in the amount of $40,000 have
been appropri ated through the CIP process. The project i s to be funded using
Sewer Income Funds.
The City recently purchased the software necessary to download the flow data
from the meters. After the flow meters are installed at the "J" and "G"
Street stations, these meters may be accessed using the same ADS software.
The procedure necessary to add these two stations to the software system is
not difficult.
FISCAL IMPACT: The initial cost for two ADS meters, including installation,
is $36,000. Subsequent to a 90-day warranty period, yearly maintenance for
both meters will be approximately $5,140 per year. The funds have been
allocated from the Sewer Income Fund.
