for the Eastlake Assessment Distr' t 85-2 projects

On May 19, 1987, the City Council by Resolution No. 12979 approved an
extension of contract time for the four projects contained in the Eastlake
Assessment District 85-2. The four contracts were extended to July 31, 1987.
Due to the number of contractors and agencies involved in the correction of
the problems and/or acceptance of the water facilities, we were unable to meet
the July 31, 1987 contract due date. Except for minor details, all work is
now completed. We would like to extend the contracts to September ~, 1987, so
that these minor details can be accomplished.
RECOMMENDATION: That Council adopt a resolution approving extension of
contract time to September 1, 1987, for the Eastlake District 85-2 contracts.

DISCUSSION:
Eastlake Development District 85-2 consists of four contract projects. The
projects are:
1. Phase 1, 5 MG Steel Reservoir, Truco Tank Co., Contractor
2. Phase 2, 980 Zone Pump Station, Olson Construction Co., Contractor
3. Phase 3A, Construction of Otay Lakes Road, sewer and water lines and
all appurtenances, Olson Construction Co., Contractor
4. Phase 3B, 20-inch off-site water pipeline, Thibodo Construction Co.,
Contractor
The four projects are closely interrelated so they each contain portion of the
water improvement infrastructure needed to serve the Eastlake Planned
Development. All the work is virtually complete. However, the improvements
cannot be accepted until all the water facilities are operational and tested
by the Otay Water District.
We had anticipated that all work would be accepted by the Otay Water District
by July 31, 1987. However, they have yet to do so. We requested Otay Water
District staff to provide us with information regarding the reasons for the
delay in acceptance of the facilities. We did not receive the information in
time to request a time extension prior to the July 31, 1987, contract
• expiration date. In fact, we have yet to receive it, and we unilaterally as
contract administrators, decided to request Council to approve another time
extension for the four contracts.

The Otay Water District staff, by telephone conversation, has indicated to us
that another extension would be appropriate as it would provide the necessary
time to complete the minor corrective work they need before the improvements
are acceptable to the District. The Eastlake Development Company has been
contacted and informed of the proposed action.
FISCAL IMPACT: Eastlake Assessment District 85-2 will pay the added cost
for staff time necessary to conduct the required inspection and administration
of the contract work. There wi 11 be no direct cost to the City for granting
the extension of contract time to September 1, 1987.
