HomeMy WebLinkAboutAgenda Statement 1987/07/21 Item 21COUNCIL AGENDA STATEMENT Item 21 • Meeting Date 7/21/87 ITEM TITLE: Ordinance ~ a~g - Amending Section 8.08.070A of the Municipal Code Dealing with Annual Inspection Fees SUBMITTED BY: City Attorney :i (4/5ths Vote: Yes No X ) This amendment would make Chula Vista's penalty provisions for annual health inspection fees uniform with those of the County of San Diego and all the other cities in the County whose health inspections are performed by the County. RECOMMENDATION: Place the ordinance on its first reading. BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION: The City of Chula Vista contracts with the County of San Diego to perform its health inspections for food handlers. Both the City of Chula Vista and the County of San Diego charge full cost recovery for services when enforcing ate Health and Safety Codes. Since the County performs the health pections of food handlers in the City of Chula Vista, the fee for this rvice is set by the County. Rather than requiring the City to change its fees every time the County does, we decided in 1984 to just refer to the County fee schedule in our ordinance. When we took this action, we referred t0 the County fees associated with the annual inspections, but we did not refer to the County charges for penalties. This amendment will adopt by reference those penalties which are charged by the County. The amendment will result in uniform inspection fees and penalties being charged throughout the County of San Diego. Cox City of Chula Vista 276 4th Avenue Chula Vista, CA 92010 Dear Mayor Cox, /' Y The San Diego Chapter of the Sierra Club endorses the efforts of CROSSRt}ADS to establish an orderly growth pattern for Chula Vista, with implementation to be included in the General Plan now in the process of being updated. All over the County we are seeing the consequences of rapid growth, which outstrips the ability of government to provide a satisfactory quel2ty of life for its citizens. The result is traffic congestion, loss of open space end environmentally sensi- tive lands, increased air, water, and noise pollution, the inade- quacy of services, facilities, and infrastructure to serve existing and future populations, as well ea higher taxes, fees, • and utility rates to subsidize spiraling growth. Many communities have resort~ad to the initiative process in en attempt to bring the situation beck to manageable proportions -and persuade elected officials to be responsive to their concerns. We understand that you and the City Council support the CRGSSROADS process, end we hope that the results will be of lasting benefit to Chula Vista and to the San Diego area as well.
