ITEM TITLE: Public hearing - Consideration of the Price Club Reorganization

The subject reorganization proposal was submitted to LAFCO on March 26, 1981 by Robert
Price, President of the Price Company. At their public hearing on September 14, 1981
LAFCO approved the proposal. Pursuant to the Government Code and LAFCO's resolution,
Council at their meeting of September 15, 1981 adopted Resolution No. 10621 initiating
reorganization proceedings and setting a public hearing for September 29, 1981 to
consider the proposed Price Club Reorganization.
The proposal involves annexation of approximately 43 acres of land to the City of Chula
Vista and detachments from the Montgomery Fire Protection District, San Diego County
Flood Control District-Zone 3, Montgomery Sanitation District, and County Service Area
No. 62. The proposal area is depicted on Exhibit A of this report.
RECOMMENDATION: That Council:
Adopt a resolution approving the proposed Price Club Reorganization.
DISCUSSION
1. The proposal area is located in the northwesterly quadrant of the intersection
of Broadway and Oxford Street in the unincorporated territory of San Diego County. A
portion of the territory is currently being used by a furniture factory. The balance
is vacant property, with the exception of the southeasterly corner of the site where the
Price Club discount store is currently under construction. The territory also includes
a strip of MTDB right-of-way adjacent to Industrial Boulevard.
2. The proponents are proposing to construct approximately 32 acres of retail
commercial development, including a Price Club discount store, and 11 acres of light
industrial development. The reason for the subject proposal is to satisfy a condition
of a County approved tentative map which requires that the subdivider apply for annexa-
tion to the City of Chula Vista and to receive municipal level services for the project.
3. Environmental review and prezoning action.
At the meeting of June 9, 1981 Council adopted ordinance No. 1942 approving the
E.I.R. for the project (EIR-81-4) and prezoning the subject territory to C-C (Central
Commercial) and I-L-P (Limited Industrial - Precise Plan). The proposed land develop-
ment is in conformance with the adopted prezoning classification.
4. Municipal services delivery.
~y !~utual concurrence of the city's public service and safety departments, the
provision of comprehensive municipal services for this project will not require
additional manpower and/or equipment.
5. LAFCO action.
LAFCO's resolution of September 14, 1981 approving the subject proposal authorizes
the City Council to take action in compliance with Government Code Section 56430 et seq.
and LAFCO's resolution.

LAFCO reports that because: 1) the proposal did not receive 100% consent of the
involved property owners (the application did not include the consent of the railway),
and 2) due to the controversial nature of this proposal, it is appropriate that a
public hearing be conducted.
FISCAL IMPACT
The city will receive property tax revenue from the proposal area based on the
Master Property Tax Exchange Agreement currently in effect between the City of Chula
Vista and the County of San Diego.
