Public Hearing - Establishing Resolution allowing Enforcement o e
ITEM TITLE: California Vehicle Code on Private Parking Area

On August 11, 1981 the City Council received a request from the manage-
ment of the Fiesta Twin Theatre to provide for the enforcement of the
California Vehicle Code on the parking lots in that area. A similar
request has been received by Farrell's Ice Cream Parlour & Restaurant.
RECOMMENDATION:
That Council: Hold a public hearing and .adopt a
Resolution allowing enforcement of the California
Vehicle Code on this private parking lot.

DISCUSSION:
Fora number of years we have experienced disturbances and nuisance type
behavior in the parking lots that serve the customers of RollerSkateLand,
Farrell's Ice Cream Parlour & Restaurant and the Fiesta Twin Theatre.
This behavior occurs primarily on weekends at night. .Those responsible
are basically juveniles who congregate in this area. In most cases they
are not customers of the businesses in the area. There is a great deal
of cruising in cars, Frisbee throwing, some drinking and bicyclists are
particularly annoying as they race through the parking lot. These
bicyclists are particularly annoying to persons who park vehicles and
plan to attend the theatre. RollerSkateLand has hired private patrol
officers to work the parking lot but their authority and ability are
limited and they can't be expected to solve the problem. The Police
Department spends a significant amount of time at this location but the
problems persist.
'~7e feel that we would be assisted in our efforts to control behavior
at this location if we could have the authority to enforce the
provisions of the California Vehicle Code. A number of years ago the
City Council took action to allow the enforcement of the Vehicle Code
in the parking lot of a shopping center across the street from
Southwestern Jr. College. This action was valuable to us in clearing
up the problems at that location.
