On June 28, 1981, the Board of Appeals and Advisors held a hearing on the adoption of the
One and Two-Family Dwelling Code, 1979 edition. No objections were presented either
orally or written.
RECOMMENDATION: That Council:
Put the ordinance on its first reading and adopt.
BOARD/COMMISSION RECOMMENDATION:
The Board of Appeals and Advisors unanimously recommends adoption of the One and Two-Family
Dwelling Code, 1979 Edition.
DISCUSSION:
The City Council has .adopted the Uniform Building Code, Uniform Plumbing Code, Uniform
Mechanical Code, and the National Electric Code as the regulations governing the con-
~ction, alteration, repair, demolition, and maintenance of all buildings and structures
he City of Chula Vista. In order for a contractor to do construction work, a copy of
each one of the four codes is essential. For a contractor that builds only one and two-
family residential buildings, it is ridiculous to have to purchase four code books when
they only have to be familiar with approximately 3% of the contents of the four documents.
The majority of the buildings. construr_ted in this country are one and two-family dwellings,
and because of this, the four model code groups consisting of the International Conference
of Building Officials, Building Officials and Code Administrators International, Inc.,
Southern Building Code Congress International, in conjunction with the Federal government,
has developed a One and Two-Family Dwelling Code. All of the sections in the building,
plumbing, mechanical and electrical code have been. extracted and put into one volume titled
"One and Two-Family DwelTirg Code." This document has been authorised by the U.S. Library
of Congress and .assigned Number 76.67051. The purpose behind the One and Two-Family
Dwelling Code is to provide a single document for those persons concerned only with one
and two-family dwellings and also to provide a uniform document that can be used throughout
the United States.
The U.S. Department of Housing and Urban Development is considering the One and Two-Family
Dwelling Code as their standards for one and two-family dwellings. The State law requires
that standards for construction shall impose the same requirements as are contained in the
Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code and National Electric
Code.
A letter was written to the State Housing and Community Development asking their opinion
on adopting the One and Two-Family Dwelling Code. Mr. Jack Kerin, Chief Division of Codes
Standards, advised that they support the adoption of the One and Two-Family Dwelling
as it would be of great benefit to the user and contribute to cost savings.

In adopting the One and Two-Family Dwelling Code to regulate construction within the
City of Chula Vista, it is necessary to make certain amendments that will comply with
mandatory State regulations regarding handicap requirements, permit fees, smoke
detectors and private sewage disposal systems.
