City Council authorization to submit applications for these funds is required. Grant applications for five (5) separate projects have been prepared for Council's consideration and are included as exhibits. RECOMMENDATION Council approve Resolutions authorizing applications for Urban Open Space, and California Park Land Act of 1980 Funds. BOARDS AND COriMISSIONS: The proposed projects were reviewed and approved by the Parks and Recreation Commission at their August 20, 1981 meeting. DISCUSSION: The City of Chula Vista is eligible to apply for the following funds: FUND NAME California Park Land Act of 1980 AMOUNT $284,035 Roberti-Z'Berg Special Funds derived from 1980 Bond Act 61,117 TOTAL: $345,152 The following projects are proposed for funding with the above Block Grant Funds: PROJECT COST 1. Phase I of the Rienstra Sports Complex Renovation is a FY 1981-82 Council approved CIP Project. The Roberti-Z'Berg Funds will be available during FY 1981-82 for this project. The Park Land Act Funds can not be made available by the State for expenditure before June 30, 1982. Improvements to the drainage system, restrooms, parking lot, fencing and slopes are needed. A master plan has been prepared. The plants estimated cost is $223,400. Work on this project is planned in phases. Funding for Phase I is comprised of a combination of two (2) Roberti Z-Berg Grants and City Park Land and Acquisition Funds. This Grant request is for the Phase II construction funds. The recreation complex was completed in 1970 and serves the recre- ational needs of the South side of Chula Vista, an area of very rapid growth since 1970. This twelve (12) year old building is in need of renovation to make it more useful to the increasing recreational demands. The renovation project will consist of the following items: 1) Refinish the gymnasium floor, 2) Replace all exterior doors and storage room door, 3) Removal of a wall between Conference Room and Music Room in order to make these rooms more functional, 4) Replace the front glass door with safety glass, and 5) Enlarge Game Room. The estimated construction cost for this renovation is $65,000. Architect cost, $8,000 and Contingencies, $8,000 for a total of $81,000. The following work items are proposed for this project: Renovate dressing rooms; replace all deteriorated windows and door fixtures; refinish pool decks; reroof mezzanine area; renovate storage room and install new underwater lighting system.
