The two parcels are both owned by Harriet Stone, Henry Rubin and Della Gold. They have com pleted their portion of the grants. It is my RECOM MENDATION: That Council accept, dedicate and nam e subject grants as "H" Street right-of-way. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: In 1979, Harriet Stone, Henry Rubin and Della Gold submitted plans to remodel the old Mayfair Market and construct a new building on their property at Broadway and "H" Street. It had been determined by the City that a right turn lane was needed along "H" Street. As part of the development on their property, the owners were required to dedicate a strip of lane 12 feet wide by 86 feet long in order to accommodate this turning lane. The owners submitted an Irrevocable Offer to Dedicate Real Property in June of 1980. By Resolution No. 10201, the City Council acknowledged the offer at its meeting of July 22, 1980. Subsequently, these same owners submitted a proposal to redevelop the smaller parcel on the corner of Broadway and "H" Street. They have removed the existing gas station and plan to lease the property to San Diego Federal Savings and Loan Company for a bank. As part of the development, the owners agreed to dedicate enough land to complete the right turn lane. On August 28, 1981, Ms. Stone submitted a grant deed, properly executed by all the owners, granting the necessary right-of-way. Over the past Harriet Stone on "H" Street been approved fin. ~° ~ °~~' several months, the City has been working with and her engineer on plans for the right turn lane and a bus turn out on Broadway. The plans have by the Engineering Department. rm A-113 (Rev. 11/79) Page 2, Item 9 Meeting Date 9-15-81 On August 18, 1981, the Council approved an agreement with Ms. Stone providing for certain work to be done by the City. Item No. 10 of that agreement states that City agrees to accept a grant deed for the rig ht-of-way on "H" Street. On September 1, 1981, bids were opened by Mrs. Stone's architect. The low bid was submitted by T.B. Penick & Sons, Inc. Our contract cost will be approximately $4,000 less than the original estimate or $38,700 instead of $43,000. I recommend that the City Council accept the subject parcels as submitted and direct the City Clerk to forward the deeds to the County for recordation. A plat is available for Council viewing.
