HomeMy WebLinkAboutAgenda Statement 1981/09/15 Item 5COUNCIL AGENDA STATEMENT Item Meeting Date 9/15/81 Public Hearing - Reviewing Community Development Block Grant Progress ITEM TITLE: and Performance for Fiscal Year 1980-81 Resolution ~(~~~Authorizing Submission of Community Development Block Grant Grantee Performance Report for Fiscal Year 1980-81 SUBMITTED BY: Community Development Director ~ (4/5ths Vote: Yes No X ) Annually the Department of Housing and Urban Develo!~~ment (HUD) requires the review through the public hearing process of the City's progress and performance in the Community Development Block Grant Program (CDBG). HUD also requires the submittal of a CDBG Grantee Performance Report. This report covers the progress the City has made over the fiscal year on all CDBG-funded projects. Therefore, it is my RECOMMENDATION: That the City Council Adopt the resolution authorizing submission of the Grantee Performance Report. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City has entered its seventh year of CDBG program participation, and it is at this time expected to report on its prior performance. At the end of the reporting period, June 30, 1981, the City had completed all projects through the third CDBG year. Year Four projects had been completed, with the exceptidn of Memorial Park improvements, now nearing completion. Year Five funds were 70% expended at the end of the reporting period, and are now 93% expended. And 50% of Year Six funding had been expended, with the bulk of the balance under construction or nearing commitment. The report also documents the City's progress in meeting the goals of its Housing Assistance Plan for provision of housing ~ low and moderate-income households. Since the inception of the City's Three-Year Housing Assistance Plan on July 1, 1979, the City has provided property rehabilitation assistance to 202 ]ow and moderate- income households. Through the County Housing Authority, low and moderate-income renters in Chula Vista have received Section 8 rental subsidy allocations from HUD for 54 units. Additional families receive Section 8 assistance in Chula Vista from allocations from previous years, the current total of Chula Vista Section 8 recipients being 471. Copies of the Grantee Performance Report are available at the City Clerk's office, the. Library, and th.e Community Development Department for review by the Council and the public.
