Boulevard, "E" Street to "G" Street and "F" Street west
of Bay Boulevard

Sapper Construction Co., by Resolution No. 10542, was awarded the
contract dated July 29, 1981, for the contruction of street
improvements in Bay Boulevard and "F" Street. We are submitting
change order no. one which will increase the contract work by
$18,200.00 and extend the contract time by 13 working days. It
is my
RECOMMENDATION: That Council adopt resolution authorizing the
City Engineer to execute change order no. one increasing the
contract cost by $18,200.00 and extending the contract completion
date to December 4, 1981.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
The City Engineer by letter dated April 19, 1981, gave notice to
the property owner at the southwest corner of the intersection to
proceed with the installation of certain public improvements that
were previously deferred (south side of "F" Street, west of Bay
Boulevard and on the west side of Bay Boulevard, south of "F"
Street). Risi Industries, Inc., present owners, have entered
into a contract with Sapper Construction to perform such work.
Change Order No. One provides for the construction of the
remaining public im provements between the City contract work and
those im provements to be constructed by Risi Industries.
The work consists of a 20' wide pavement section on "F" Street
south of the center line and one additional street light on Bay
Boulevard, plus underground 3" conduits to provide for future
electrical undergrounding and irrigation line for landscaping.
The estimated cost of $18,200.00 is based on unit prices from the
contract plus additional contingencies.
Sapper Construction Co. was to commence work on August 18, 1981.
Upon the City's request, they postponed their start date until
contract negotiations with Risi Industries were completed and
Change Order No. One was approved by City Council. The delay in
time is 13 working days. This time extension is justified and
will change the contract completion date from November 16, 1981
to December 4, 1981.

FISCAL IMPACT:
This is a Community Development project for the improvement of
the Bayfront Redevelopm ent area. Financing is from Bayfront Tax
Allocation Bonds, Account No. 975-9950-BF06. Paul Desrochers,
Community Development Director, has requested that these
additional improvements be constructed at this time in keeping
with the Master Plan and City commitments to E1 Torito Restaurant
and Day's Inn.
Upon com pletion of the project, the City will maintain Bay
Boulevard and "F" Street.
