E1 Rancho del Rey and Mr. and Mrs. Earl Bennett have requested
City approval of an adjustment plat which provides for the
exchange of a portion of the Bennett property and a portion of
the land covered by Tentative Map 80--5, E1 Rancho del Rey, Unit
6, which Council approved by Resolution No. 10103. It is my
RECOMMENDATION: That Council adopt a resolution approving
Tentative Map No. 80.5 as modified by the proposed adjustment
plat, said approval to be subject to all conditions of approval
listed in Resolution 10103 as modified by Resolution 10313.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
During the development of the Final Maps and plans for E1 Rancho
del Rey Unit 6 it has become apparent that the configuration of
open space and grading work for ERDR 6 and the future development
of the Bennett property would all benefit from an exchange of
property. The attached exhibit shows the property to go to E1
Rancho del Rey as parcel B and the property to go to Bennett as
parcel C.
As established by Tentative Map 80-5 a portion of the proposed
open space abuts the northerly Bennett property line. A
developable area is included in the open space because of its
isolation from the remainder of the project area by a steep
canyon. Incorporation of this area in the Bennett property would
allow the open space to take on a configuration more compatible
with the natural terrain while at the same time allowing the
development area to be more fully utilized.
Grading within ERDR 6 for a half street adjacent to the westerly
line of the Bennett property requires construction of fill slopes
within the Bennett property and will leave a portion of the
street to be built with that future development. Incorporation
of the full street right-of-way and a one lot depth of proper. ty
with the E1 Rancho del Rey holding will provide a buffer between
the street and the Bennett property, leaving it less susceptible
to unauthorized use.

Because of the advantages we see in this property exchange we
support the proposed modification of Tentative Map 80-5. With
Council concurrence we will process an adjustment plat providing
for the exchange.
No increase in the number of dwelling units within the Specific
Planning Area is intended to result from this change. The land
being acquired by E1 Rancho del Rey is to be designated as a
separate parcel on the Final Map for Unit 6C and will be
subdivided by its own Final Map.
