HomeMy WebLinkAboutAgenda Statement 1981/08/25 Item 8COUNCIL AGENDA STATEMENT Item 8 Meeting Date 8/25/81 ITEM TITLE: Resolution ~~ ~ ~ Approving Contract for Services with Anthony Ciotti for 1981-82 SUBMITTED BY: Community Development Director (4/5ths Vote: Yes No X ) The City's contract with Anthony Ciotti expired on June 30, 1981, and it was extended for two months to allow more study of its structure and cost. A survey of Southern California housing rehabilitation program staffing has been conducted. The survey indicates that Mr. Ciotti 's contract arrangement is advantageous to the City and that the proposed in- crease is appropriate. Therefore, it is my RECOMMENDATION: That the Council Adopt the resolution approving a contract for services with Anthony Ciotti as Rehabili- tation Administrator for 1981-82. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City of Chula Vista has been contracting with Anthony Ciotti for service as Housing Rehabilitation Administrator since January 1977. In this capacity, he makes contact with homeowners, counsels the homeowners on needed repairs, assists in obtaining bids for the repair work, obtains evidence of income status, coordinates with banks for loan documents, makes reports to the two rehabilitation loan committees, and authorizes pro- gress payments to contractors. He maintains records on all cases, whether or not a City-assisted rehabilitation was accomplished. Our survey indicates that no other city in Southern California currently employs any housing rehabilitation personnel on a contract basis. Therefore, it is difficult to make a salary comparison with other jurisdictions. However, the closest comparable full-time positions have been surveyed from the other rehabilitation programs in San Diego County. These show an average salary range of $1,500 to $1,836 per month, not including fringe benefits. Mr. Ciotti's contract does not call fora specific number of hours per pay period. However, a review of the bi-weekly time statements submitted by Mr. Ciotti in accord- ance with paragraph six of his contract indicates that Mr. Ciotti's work schedule fluctuates with market conditions and the status of jobs in progress, and that he averages nearly full-time. It is to our advantage, I believe, that Mr. Ciotti will work in excess of 80 hours in a time period without additional compensation at frequent peak periods. Moreover, Mr. Ciotti works in an independent manner which requires minimum expenditure of supervisory time. Therefore, I feel that it is appropriate and advantageous to renew our contract with Mr. Ciotti with some contract provision changes. Continued Form A-113 (Rev. 11./79) Page 2, Item g Meeting Date 8/25/81 There are two changes in the contract provisions which are recommended for the pro- tection of both parties. One is the inclusion of an expected number of minimum annual work hours in paragraph six of the contract. Historically, Mr. Ciotti has worked in excess of that minimum, and the inclusion of the minimum is primarily in- tended to set parameters against which unanticipated leave can be reasonably evaluated. The other change is the addition by paragraph seven of a 30-day contract cancellation provision, so that remedy exists for dissatisfaction on the part of either party. The 1980-81 contract rate of $1,430 per month was very reasonable, but it should be revised to reflect inflation. I, therefore, recommend that it be raised by $147.00 to $1,577.00 per month, which is still well within the amounts reported in the survey. The attached contract includes this new rate retroactive to July 1, 1981. When it is recognized that all available rehabilitation funds were utilized in 1980-81 through Pir. Ciotti's efforts, it must be recognized that the City is fortunate to be able to obtain rehabilitation services on this basis. FISCAL IMPACT: Under the terms of the new contract, Mr. Ciotti would receive an additional $1,764.00 for fiscal year 1981-82.
