ITEM TITLE: Resolution Authorizing the Mayor to enter into an 18-month
Contract for the Performance of certain City and Regional Planning
Assignments by a Contract Planner

The 1981-82 operational budget of the City Planning Department authorizes the employment
of a Contract Planner, at the "Associate Planner" level. This authorization reiterates
and fiscally implements the City Council's authorization of January 13, 1981.
Pursuant to Council instructions, the City has actively recruited and interviewed
candidates for the Contract Planner position. This process has led to the selection of
Mr. Bud Gray, a well-trained, experienced professional planning practitioner.
RECOMMENDATION: That Council:
Adopt a resolution, and thereby authorize the Playor to enter into an 13-month
contract for the performance of certain city and regional planning work by a "Contract
Planner."
PLANNING COMMISSION RECOMMENDATION: Not Applicable.
DISCUSSION
1. The proposed contract calls for the hiring of a Contract Planner fora period of
18 months. Under the terms of this contract, the planner would be required to
complete two major projects. One of these projects involves the preparation of new
residential density standards and/or ranges for the Land Use Element of the Chula
Vista General Plan, and detailed proposals for the application of such to the
several thousand parcels of land within the Chula Vista Planning Area.
2. The other project is of tantamount importance. This project calls for the Contract
Planner's extensive survey, evaluation, and growth and development forecast of the
25,000 acres of land within the Planning Area's "Agriculture and Reserve Open Space"
territories, and the preparation of draft goals, objectives, policies, principles,
standards, and proposals for their future urbanization. This task will entail the
substantial production of textual and graphics work.
3. Both assignments will require the Contract Planner to work closely and constantly
with City and County staffs, property owners, land developers, neighborhood groups,
regional agencies, special districts, and the public-at-large. These assignments
will demand initiative, imagination, and tact, as well as professional and technical
competence.
4. The person selected as the Contract Planner is Mr. Bud Gray, who holds a master's
degree in urban planning from SDSU, and who has, for more than 10 years, performed
responsible and supervisional planning work for the County of San Diego. Mr. Gray
is currently the Deputy Planning Director of the County.

The Contract Planner's total compensation will be $3,000 per month; he will not
be eligible for municipal fringe benefits. The total pay package for the
Associate Planner position including all fringe benefits is equivalent to
approximately $2,900 per month. Thus the compensation packages between the
Contract Planner position and the Associate Planner position are very similar.

The proposed contract would engage a well-qualified planner, at a fair and reasonable
compensation, for the performance of important city and regional planning works.
FISCAL IMPACT: No unanticipated impact.
