Officers Association for fiscal Year 1981-82

The Chula Vista Police Officers Association are requesting ratification of a proposal that
would modify certain wage and benefit provisions of last year's MOU. The proposal has been
submitted to the membership and received a 52-10 favorable vote. It is therefore my

The City's negotiating team and the Chula Vista Police Officers Association seemingly reached
impasse on July 20, 1981 when the City negotiators and POA met and discussed the membership's
rejection of the C_ity's last offer. In accordance with the City's F~nployer/~loyee
Relations Policy, an impasse meeting was held on July 30, 1981, at which time it was de-
termined by the City Manager that the ;parties did not appear to be at impasse and therefore
suggested continued negotiations. Following intensive discussions, the Police Officers
Association negotiating team proposed a wage and benefit package that they agreed to take to
their membership far approval, with the understanding that the City's team-could not guari
antee to be acceptable to the City Council but assured the association's negotiating team
that if their proposal was accex~table to the membership, the package would be submitted to
the City Council for their consideration.
'The unit's proposal in terms of wages and other benefits are as follows:
1. Effective 7/10/81, classifications represented by POA shall be granted a
salary increase of 6,50.
2. Effective 1/1/82, all safety members in the Police Department will be pro-
vided Widow and Orphan benefits as an amendment to our retirement contxact
with PERS.
3. Bilingual Pay for all eligible members will be increased to $40 per month.
4. All unit membPSS will be eligible for 2.5~ educational differential for an
A.A. degree or 5o for a B.A. degree provided the eligible officer is on
Step "E" of his/her pay range. Currently, officers employed after July 1,
1975 are excluded from the educational differential benefit.
5. rtinor modifications in non-eeoncxnic provisions which were agreed to early
in negotiations have also been incorporated. They are:
a. A provision to allow unit members to use vacation accruals after
e~loyed with the City for a period of six months, provided however
that if an employee is terminated or leaves City service prior to the
completion of one year, vacation time taken prior to the c~npletion of
one year will be charged against employee's termination pay.

b. Clarifying language to clearly indicate that the maxim~.4n vacation
accrual is twice the amotmt an employee can accumulate in one year.
c. An amendment to eliminate annual sick leave reimbursement for employees
who have not been on the payroll for twelve months prior to annual
payoff calculations.
d. Clarifying language that clearly provides that when a twit employee
is promoted to Sergeant, the starting rate of that individual will
be at least 5% above "E" step of a Peace Officer.
e. All other provisions of the existing NFU will remain in full force
and effect.
The Police Officers Association's proposal, while differing from the City's last offer,
represents in terms of dollar valt~ approximately the same amoLmt. 'The inclusion of
educational differential for all eligible members was traded for an increase in uniform
allowance and the City's offer of a "cafeteria" benefit x~aclcage was nbt included in the
final proposal suggested by POA.
FISCAL IMPACT'
The monetary value of their proposal is approxirately $219,000.
