This provides an opportunity for local entities to develop and implement a comprehensive, effective litter control program. In April, Council approved a three-phase plan and appropriated $7,462 for implementation. While a portion of the program is complete at this point, the entire program will not be completed until October. Unfortunately, on June 30th the remaining appropriation ($4,410) was not encumbered so it was returned to the General Fund. Therefore, it is my RECOMMENDATION: That Council: 1. P.eappropriate $4,410 for the remaining implementation of the litter program. DISCUSSION: The expenditures prior to June 30th ($3,052) were utilized fora Community Awareness Program during the Great California Resource Rally and for litter collection by part-time Park and Recreation staff. The Dart-time litter collection will continue through October of this year and requires expenditures of $4,410. FIP~ANCIAL IMPACT: $4,410 be reappropriated from the unappropriated General Fund reserve to Activity 1537. The entire $7,462 is reimbursed from the State Solid Waste Management Board.
