The Litter Control, Recycling and Resource Recovery Act (S6650) was signed in 1977 and
revised in 1980 (SB261) to provide an annual fund to public, private and non-profit
agencies. This provides an opportunity for local entities to develop and implement a
comprehensive, effective litter control program. In April, Council approved a three-phase
plan and appropriated $7,462 for implementation. While a portion of the program is complete
at this point, the entire program will not be completed until October. Unfortunately,
on June 30th the remaining appropriation ($4,410) was not encumbered so it was returned
to the General Fund. Therefore, it is my
RECOMMENDATION: That Council:
1. P.eappropriate $4,410 for the remaining implementation of the
litter program.
DISCUSSION:
The expenditures prior to June 30th ($3,052) were utilized fora Community Awareness
Program during the Great California Resource Rally and for litter collection by part-time
Park and Recreation staff. The Dart-time litter collection will continue through October
of this year and requires expenditures of $4,410.
FIP~ANCIAL IMPACT:
$4,410 be reappropriated from the unappropriated General Fund reserve to Activity 1537.
The entire $7,462 is reimbursed from the State Solid Waste Management Board.

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
