Adopt a resolution ordering the "E1 Rancho del Rey Reorganization" involving annexation
to the City of Chula Vista and detachment from the San Diego County Flood Control District -
zone 3.

DISCUSSION
1. This proposal to annex approximately 1,080 acres of vacant, uninhabited territory
was initiated by 100% consent of the involved property owners.
2. The subject area is an unincorporated county island in that it is completely
surrounded by the City's incorporated lands. With this annexation, the entire
E1 Rancho del Rey area west of Otay Lakes Road will be within the city.
3. General Plan/Prezoning
The City Council, at its meeting of July 13, 1971, adopted Ordinance No. 1342
prezoning the subject territory P-C (Planned Community). The Planning Commission
on February 22, 1978, certified the environmental impact report, EIR-78-2, in
conjunction with comprehensive amendments to the E1 Rancho del Rey General Develop-
ment Plan and Schedule of 1970.
The City Council, at its regular meeting of August 15, 1978, adopted the Specific
Development Plan for El Rancho del Rey. Since the entire area proposed for
annexation is constituent to E1 Rancho del Rey, the growth, development, and
conservation of the area shall be governed by the text and plan diagram of the
adopted Specific Development Plan for E1 Rancho del Rey post annexation.
4. LAFCO Action
On July 13, 1981 the San Diego Local Agency Formation Commission adopted a resolution
approving the subject reorganization and authorized the City Council to initiate
reorganization proceedings in compliance with LAFCO's resolution and Government
Code Section 56430 et seq., without notice and hearing and without an election.
5. Municipal services
The text of the E1 Rancho del Rey Specific Plan, which governs the growth and
conservation of the territory in question, states as one of its general objectives,
"the provision of adequate police, fire, park, recreation, and other municipal
services. Therefore, as incremental growth occurs in this area, city services
and facilities will be provided to serve the area.

FISCAL IMPACT
The City and County have reached an agreement on the exchange of property tax revenues
for jurisdictional changes and have adopted a Master Property Tax Exchange Agreement.
As the subject area develops and property tax revenues are generated, the City will be
apportioned its share of said revenues in accordance with the provisions of the master
agreement.
