ITEM TITLE: Resolution ~ 0'~~54 -Ordering the proposed Jenkins/Third
Avenue Reorganization

On April 15, 1981 the City received a petition from Mr. Lyle Jenkins (South Bay Auto
Parts) fora reorganization involving annexation of a 0.36 acre parcel located at 908 Third
Avenue and detachments from the San Diego County Flood Control District - Zone 3,
Montgomery Fire Protection District, Montgomery Sanitation Maintenance District, and County
Service Area No. 62.
The proposal area is shown on Exhibit A of this report.
RECOMMENDATION: That Council:
Adopt a resolution ordering the Jenkins/Third Avenue Reorganization involving annexation
to the City of Chula Vista and detachments from the San Diego County Flood Control District-
Zone 3, Montgomery Fire Protection District, Montgomery Sanitation Maintenance District,
and County Service Area No. 62.
BOARD/COMMISSION RECOMMENDATION: Not Applicable
DISCUSSION
1. The annexation proponent represents South Bay Auto Parts, an existing auto parts
store and associated light machine shop located at 328 Center Street in the
Townsite Focus Area of the Town Centre Redevelopment Project Area, Subarea No. 1.
On July 10, 1980 the Redevelopment Agency adopted resolution no. 249 authorizing
commencement of condemnation proceedings for the property in question. The Agency
anticipates that relocation of the existing business will be complete by January
1982 and the site can then be cleared for the commercial phase of development in
the Townsite Focus Area.
2. The proposal area is located near the southwest corner of "L" Street and Third
Avenue in the unincorporated territory of San Diego County. The land involved
is flat and has frontage on Third Avenue. The centerline of the Telegraph
Canyon Creek lies approximately 100 feet north of the subject parcel.
The applicant has selected the subject property at 908 Third Avenue for the purpose
of relocating his business in a new structure. The applicant also desires to
have his newly acquired parcel and subsequent business within the corporate limits
of Chula Vista and near his clientele.
3. Environmental Review - On January 8, 1981 the Environmental Review Coordinator
reviewed the merits of this proposal and found it to be categorically exempt from
environmental review and issued a notice of exemption thereon.
4. Prezoning - On April 7,.1981 the City Council adopted Ordinance No. 1938 prezoning
the subject parcel C-C (Central Commercial) in conformance with the existing
General Plan land use designation of Retail Commercial.

5. Comprehensive Municipal Services - Representatives from the City's Fire, Police
and Public Works departments have indicated that the delivery of comprehensive
municipal services to the subject territory will not require additional manpower
and/or equipment.
6. LAFCO Action - At their regular meeting of July 13, 1981 the Local Agency Formation
Commission adopted a resolution approving the subject reorganization. By said
resolution, LAFCO authorized the Chula Vista City Council, as the conducting
authority, to initiate reorganization proceedings in compliance with Government
Code Section 56430 et seq. and LAFCO's resolution, without notice and hearing
and without an election.
FINANCIAL IMPACT
Property tax revenue from the annexed area will be that which has been authorized by
the Master Property Tax Exchange agreement as approved by Council in resolution no. 10429
on April 7, 1981.
