HomeMy WebLinkAboutAgenda Statement 1981/07/14 Item 16COUNCIL AGENDA STATEMENT Item 16 Meeting Date 7/14/81 TITLE: Resolution f ~~ Authorizing Retroactive Payment for Peace Officers Represented by the Police Officers Association MITTED BY: Assistant City Manager (4/5ths Vote: Yes No X ) he City Council is aware that the Police Officers Association and the City have not come o an agreement on a 1981-82 contract. Constitutional prohibitions require that before ublic employees may receive increased compensation or benefits retroactively, the egislative body must declare that intent. It is therefore my RECOMMENDATION: That the City Council: 1. Adopt the Resolution. OARD/COMMISSION RECOMMENDATION: Not Applicable. ISCUSSION The attached resolution provides that if the City Council takes unilateral action at some point to grant salary and benefit increases, those increases may be made retroactive to the first pay period in July (7/10/81). The resolution further provides that in the event an agreement can be reached with the Association on or before July 31, 1981, those agreed upon increases would also be effective the first pay period in July (7/10/81). he potential for reaching a mutually acceptable agreement appears possible and in order o encourage such an agreement rather than the unilateral action on the part of the city ouncil, I think that extending the time to try to reach agreement to 7/31/81 is reasonable nd appropriate. FISCAL IMPACT he potential cost associated with granting retroactive pay increases cannot be accurately etermined, but the dollars involved would be those that represent final increases ranted times the number of days or weeks that retroactivity applied.
