Meeting Date 7/7/81 ITEM TITLE: Resolution/~T~ccepting bids and awarding contract for construction of street improvements along Bay Boulevard, from "E" Street to "G" Street and along "F" Street, west of Bay Boulevard in the City of Chula Vista, California SUBMITTED BY: City Engineer 4/5ths Vote: Yes No X ) At 2:00 p.m. on June 24, 1981, in Conference Room 1 in the Public Services Building, the City Engineer received sealed bids for "Construction of Street Im provements Along Bay Boulevard From "E" Street to "G" Street and Along "F" Street West of Bay Boulevard Within the City of Chula Vista, California." The scope of the work consists of installation of curb, gutter, side walk, side walk ramps, asphalt concrete paving and base course, 8" sanitary sewer, manholes and other miscellaneous related work as required. It is my RECOMMENDATION: That Council: 1. Authorize expenditure of $113,100 from Bayfront Tax Allocation Bond Issue - Account No. 995-9950-BF06; 2. Accept bids and award contract to Sapper Construction Company of San Diego in the amount of $102,763.50. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Bids were received from four contractors as follows: 1. Sapper Construction Co. - San Diego $102,763.50 2. Viewland Construction Co. - Spring Valley 117,966.60 3. T. B. Penick & Sons, Inc. - San Diego 123,093.80 4. H. i,. Foster Construction Co. - San Diego 124,620.64 The Engineer's Estimate was $133,076. The low bid is about 23~ below this estimate, due mainly to the stabilization of asphalt and concrete prices and the present slack in construction industry workload. This project is part of the City's Master Plan for the im provem ent of the Bayfront Redevelopment Area. The City has made commitments to the developers of property along Bay Boulevard (east side), mainly E1 Torito Restaurant and Day's ~-i~~~~- I rm A-113 (Rev. 11/79) Pag a 2, Item 16 Meeting Date ?/7/8'1 Inn, to maintain coordination and aid in their developments. Additional sewerage and drainage facilities are needed in this area. The property along the south side of "F" Street between Bay Boulevard and the railroad tracks was granted a deferral for the installation of street improvements over 10 years ago. The current property owner, RISI Industries, Inc. has been given notice to install the required curb and gutter and pavement adjacent to their property and coordinate the installation with the City's project. The City will be installing im provements along the north half of "F" Street. RISI Industries is contacting Sapper Construction Company about installing their improvements . A small park north of "F" Street and landscaping along Bay Boulevard (west side) will be constructed by another contract within three or four months. FINANCIAL STATEMENT: Contract Amount $102,763.50 Contingencies (10$)+ 10,336.50 TOTAL $113,100.00 Funds Available for this Project $309,000.00 (includes Park and Landscaping) Bay Boulevard, Account No. 995-9950-BF06 FISCAL IMPACT: Upon com pletion of the project, Boulevard and "F" Street.
