Their proposal to perform this work is as follows: Third and "G" $1,932.00; 771 and 773 Third $1698.00. It is my RECOMMENDATION: That Council adopt resolution approving Contract Change Orders 8 and 9. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Change Order 8 - $1932.00. The plans for the Third Avenue im provements between "G" and "K" Streets for signals and lighting does not provide for furnishing electrical energy to the existing street lights on Third Avenue between "F" and "G" Streets. The power source for these lights is located on the west side of Third Avenue approximately 120 feet south of "G" Street. The project as contracted will cut the power to the existing lights unless an alternate power source is provided. It was not known at the time of the project design that the existing street lights between "F" and "G" received their electrical power from a source south of "G" Street, which would be interrupted by the relocation of the traffic signal at the southwest corner of the intersection of Third and "G". The Traffic Engineer has examined the problem and recommends that conduit and wire be placed across "G" Street and extended northerly along the west side of Third Avenue to serve the existing street lighting system. This solution will also provide electrical service to the existing traffic signal at the northwest corner of "G" Street and Third Avenue . We have reviewed this proposal with the State Department of Transportation and they have indicated that this work is eligible for participating F.A.U. funds. Change Order 9 - $1698.00. This change order for work at 771 - 773 Third Avenue is for additional concrete and installation of 58 lineal feet of wrought iron hand rail 34 inches high to assist the handicapped and act as a safety barrier at the entrance to 1 Form A-113 (Rev. 11/79) Page 2, Item 15 Meeting Date 7 8 the two businesses. There is a one foot difference in elevation between the new side walk and the building floor.. State regulations for the handicapped require that the City construct ramps to the entrances of the building. The wrought iron hand rail is needed to assist handicapped persons up the ramps as well as a positive safety barrier to someone who may step off the porch which is one foot above the sidewalk. The cost for this work is $1248.00 for the hand rail and $450.00 for the additional concrete footing along the outer edge of the ramp. The construction of the ramps was included in the original contract. This change has also been discussed with CalTrans and they indicate that this change is eligible for participating F.A.U. fund s. City Council Policy 800-03 requires Council approval of all contract change orders which exceed $1000.
