ITEM TITLE: Resolution~OSyO Approving Agreement with independent
contractor for technical services in preparation of the
Bicycle Route Facilities Report

The City is the recipient of a $20,000 grant of Local
Transportation Fund (LTF) monies. This grant was first approved
in 1980 and has been used to date primarily for the purpose of
retaining student interns to com pile bicycle-related statistics.
The bulk of necessary information is now available. The next step
is to analyze that information and prepare a formal report
including recommended changes to the Bicycle Element of the
General Plan. I propose to retain an independent contractor for
the specific purpose of completing the work. It is my
RECOMMENDATION: That Council:
1. Approve the attached agreement for an independent
contractor to provide technical services on the Bicycle
Route Facilities Report.
2. Authorize expenditure of $3,200.00 from CIP Project
~.TF-05 to cover the cost of such agreement.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
The Bicycle Route Facilities Study has been performed to date
primarily through the efforts of student interns retained for the
purpose of gathering bicycle-related data. Most of the necessary
data is now on hand. The remaining portions of the study,
evaluation of the data and preparation of the report require a
higher degree of experience and expertise than is available at
the student intern grade.
I am proposing that Miss Patricia Willcocks be hired as an
independent contractor to do the remaining work on the study.
She is a recent college graduate and plans to continue her
studies in the fall. Miss Willcocks is particularly qualified in
the field by virtue of her em ployment by the City of L.a Mesa
where she recently completed a study and report on bicycle
facilities quite similar to that being developed by Chula Vista.
(The study outline used in obtaining La Mesa's i.TF grant was in
fact a copy of Chula Vista's outline.)
Miss Willcocks attended the University of California at Davis
where the bicycle outnumbers the automobile as a form of

transportation. She is an avid bike rider. I consider her
knowledge of bicycle riding, ability to gather and interpret
information, ability to meet the public and ability to prepare
reports to be appropriate to the needs of the Bicycle Route
Facilities Study.
The attached agreement calls for a total fee of $3,200 to
complete the bike facilities report by September 1, 1981.
This total study is being financed through a Local Transportation
Fund grant in the total amount of $20,000 awarded in 1980.
Approximately $5,200 of that total has been expended to date.
(Fund expenditures are limited to those purposes outlined in the
City's LTF grant application.)
