HomeMy WebLinkAboutAgenda Statement 1981/07/07 Item 8COUNCIL AGENDA STATEMENT Item 8 Meeting Date 7/7/81 ITEM TITLE: Resolution ~Q~-37` Ordering the East "H" Street - Tatreau Reorganization SUBMITTED BY: Director of Planning ~ (4/5ths Vote: Yes No X) On July 16, 1980 the city received a petition from Rebecca Tatreau, owner of a .77 acre parcel of land located at 35 East "H" Street for a proposed reorganization involving annexation of said parcel to the City of Chula Vista and detachment from the Bonita-Sunnyside Fire Protection District and San Diego County Flood Control District - Zone 3. The reorgan- ization is being proposed in order to obtain an increased level of urban services (sewer, fire and police) for one existing residence and two proposed for development. The proposal area is shown on Exhibit A attached to this report. RECOMMENDATION: That Council: Adopt a resolution ordering the East "H" Street - Tatreau Reorganization involving annex- ation to the City of Chula Vista and detachment from the Bonita-Sunnyside Fire Protection District and San Diego County Flood Control District - Zone 3. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION 1. This proposed reorganization is uninhabited (less than 12 registered voters) and has been consented to by 100% of the involved property owners. 2. The County's Sweetwater Community Plan designates the area residential (4.3 )U/acre), and the current County zoning is R-S-4 (4.35 DU/acre). The Chula Vista General Plan diagram designates the area Low Medium Residential (1-3 DU/acre), and the City Council prezoned the territory R-1-10 on October 5, 1971, Ordinance No. 1363. 3. Concurrent with annexation processing, the proponent has submitted a tentative parcel map to the city. The map calls for the creation of three legal lots; one of which will accommodate an existing dwelling and two proposed for the future development of single family dwellings. 4. Environmental review. The Environmental Review Committee, at their regular meeting on August 25, 1980, considered an Initial Study, IS-81-4, for the proposal. It was concluded by the Committee that the proposal would not have a significant effect on the environment and a Conditioned Negative Declaration of environmental impact was issued. 5. LAFCO action. The Local Agency Formation Commission, at their public hearing on June 1, 1981, adopted a resolution approving the proposed reorganization, designated the Chula Vista City Council as the conducting authority, and authorized Council to order the proposed reorganization without notice, hearing, and without an election. 6. City service delivery - It is the consensus of the City's Fire, Police, and Public Works departments that the delivery of comprehensive city services to this territory will not require additional manpower and/or equipment.
