On March 24th a meeting was held in Mayor Hyde's Office to develop
procedures that would decrease or eliminate acts of vandalism at the
J Street Marina. In attendance at this meeting were Mayor Will Hyde,
Port Director Don Nay, Port Commissioner Phil Creaser, City Manager
Lane Cole and Director of Public Safety Bill Winters.
RECOMP4ENDATION: That an Ordinance be passed to prohibit the
consuming of alcoholic beverages at the J Street
Marina and Boat Launching Ramp Area

DISCUSSION: For the past three years we have experienced a continuing
stream of vandalistic acts at the J Street Marina. These acts include
destruction of property, flagrant spray painting and littering to
include broken bottles.
• These activities normally occur during hours of darkness when large
groups gather to drink alcoholic beverages and generally socialize.
Some of these meetings have resulted in violent acts including shooting
and stabbing. Frequently, reckless driving also occurs. Because of
this atmosphere many other people who would like to use the Marina for
its intended purpose are intimidated by these groups and as a result
they stay away.
In the past we have attempted to alleviate these problems with frequent
patrol .efforts which resulted in some improvement but only for a
limited time. The Chula Vista Council passed an Ordinance prohibiting
any use of the Marina between 10:00 P.M. and 6:00 A.M. This has been
partially successful but a significant vandalism problem remains.
I believe that we can significantly reduce this problem by prohibiting
alcoholic beverages at the P'Iarina. This prohibition will not diminish
anyone's opportunity to use the P4arina as it was originally intended.
The drinking ban will remove the nuisance element from the Marina and
make that area more suitable to the general public.
