ITEM TITLE: Resolution~~j~~yTransferring Block Grant Funds From

The Fourth Year Block Grant program has a project entitled Crime Prevention which was
used to pay for the overtime cost of officers giving Neighborhood Watch presentations
in Block Grant Neighborhoods. These funds have now been expended, and a transfer would
be necessary to continue the project. Therefore, it is my
RECOMMENDATION: That the Council
Adopt the resolution transferring the funds.
BOARDS/COMMISSION RECOMMENDATION:
On January 14, 1981, as part of the 1981-82 Block Grant application formulation process,
the Safety Commission voted to"recommend funding for the Cit~r's eighborhood Watch
program, as appropriate, per guidelines acceptable to the federal government."
DISCUSSION:
This program was initiated with $5,000 in the 1978-79 Block Grant Budget, but was not
implemented until 1979-80. At first, the rate of expenditures was very low, and in
order to assist the closing out of that program year, $3,500 was transferred to another
project. However, in the last six months, Neighborhood Watch meetings have been regu-
larly held in the Block Grant neighborhoods, and the $1,500 program balance has been
spent.
The Director of Public Safety wishes to continue the program for FY1981-82, and his
attached memo requests $2,400 for that purpose. Those funds can be transferred from
Local Option, a fund existing to allow local flexibility, by action of the City Council.
FINANCIAL IMPACT:
Transfer of $2,400 from Local Option to Crime Prevention, account #634-6340-BG56.
The balance in Local Option will be $9,714.

We have been advised by Allen Pritzlaff that the Community
Development Block Grant funds are depleted insofar as
Neighborhood Watch is concerned. We have been expending
approximately $?.00. per month for these talks and would like
to continue that program in the 1981-82 fiscal year for a
total of $240(1.
