Bids were requested on the following materials: ITEM NO MATERIAL ESTIMATED USAGE 1 RS-1 asphaltic emulsion 50 tons 2 RS-2 asphaltic emulsion w/latex 575 tons The contract period for item 1 is July 1, 1981 through June 30, 1982. On item 2, the period is July 1, 1981 through September 30, 1981. This material will be used for the street chip sealing program which will be completed by the end of September. RECOMMENDATION: That Council accept the bids and award the contract to Sim J. Harris Co. DISCUSSION: Four vendors were mailed bid documents with two submitting the following bids: ITEM 1 ITEM 2 BIDDER PRICE PER TON PRICE PER TON Sim J. Harris Co. $196.00 $219.00 San Diego Douglas 0i1 Co. of Calif. No Bid $243.05 Costa Mesa The low bid of Sim J. Harris Co. meets specifications and is acceptable to the Street Super- intendent. Douglas Oil Co. states that they did not bid item 1 due to the small quantity required and high transportation costs.
