Hopkins, Director of Public Works ~ Matt Little, Assistant Director of Public Work@) City Holiday Lighting TO: FROM: SUBJECT: The City of Chula Vista has a long history of providing holiday lighting for the downtown area and on the overpasses over I-80S. The City had previously contracted the City's holiday decoration activities to a private entity at an annual estimated cost of $65,000. However, due to budget constraints beginning in the 07/08 fiscal year, this contract was eliminated and the Construction & Repair Program of Public Works assumed that effort even though they were not staffed to do so. Over the last few years, Construction & Repair has spent approximately 460 hours annually installing and removing decorations at various locations but has lost 31% (5 of 16) of its staff due to budget reductions and currently has two vacancies (44% reduction). As a result, the installation (and removal) of holiday decorations will now be "limited" to the area on Third A venue between E Street and G Street. Decorating this area on Third A venue will provide sufficient holiday lighting for the Starlight Parade. Provided below are the areas that will not be decorated due to budget constraints: . F Street between Fourth Avenue and Third Avenue (palm trees) . I-80S Overpasses on H Street & J Street . 11 public parking lots within the downtown area . Third A venue between G Street and H Street By not decorating the areas identified above, an estimated 165 hours will be saved; thereby, allowing these hours to be redeployed to complete ever increasing facility maintenance demands. We have notified Mr. Greg Mattson, Executive Director of the Third Avenue Village Association (T A VA), detailing this scaled down holiday lighting plan.
