SUMMARY
The Chula Vista Public Library received a one-time grant award from the California State
Library - Library Services and Technology Act (LSTA) in the amount of $20,000, which
will be used to pay for a one-year subscription of TutoLcom online homework help.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for
compliance with the California Environmental Quality Act (CEQA) and has determined
that the activity is not a project as defined under section 15378 of the State CEQA
guidelines; therefore, pursuant to Section 15060( c )(3) of the State CEQA Guidelines the
activity is not subject to CEQA.
RECOMMENDATION
Council adopts the resolution.

DISCUSSION
The Chula Vista Public Library has been awarded a one-time grant in the amount of
$20,000 from the California State Library - Library Services and Technology Act
(LST A) to support a free online tutoring program for library patrons. Services include a
K-12 Student Center, a College Center, and an Adult Career Center. Each center
includes either Live Homework Help (K-12) or LiveTutor (college and adult) which
offers one-to-one tutoring; ProotPoint, real-time writing help; and access to the
SkillsCenter Resource Library. Subjects offered include math, science, social studies,
and English for all students; resume and OED help for college students and adults; help
preparing for the citizenship test for adults.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the SOO-foot rule found in California Code of
Regulations section I 8704.2(a)(l) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $20,000 to the
Library Department supplies and services budget. The California State Library is the
source of funding; therefore, there is no net fiscal impact to the City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Chub Vista Public Library received a one-time grant award from the
California State Library - Library Services and Technology Act (LSTA) in the amount of
$20,000 for fiscal year 2010/2011 for the Out-Of-School-Time (OST) Online Homework Help
Program; and
WHEREAS, the funds will be used to pay for a one-year subscription of Tutor.com online
homework help; and
WHEREAS, this program will allow the Library Department to offer free online tutoring
to library patrons; and
WHEREAS, the services offered include a K-12 Student Center, a College Center, and an
Adult Center that provide either Live Homework Help (K-12) or LiveTutor (college and adult)
offering one-to-one tutoring; ProofPoint, real-time writing help; and access to the SkillsCenter
Resource Library.
NOW, THEREFORE, BE IT RESOLVED that the City Councif of the City of Chula Vista
does hereby amend the fiscal year 2010/2011 Library Department budget by appropriating one-
time grant revenue from the California State Library - Library Services and Teclmology Act
(LST A) in the amount of $20,000 to the supplies and services expenditure category for the Out-
Of-School-Time (OST) Online Homework Help Program.
