Chair Martin dispensed with opening remarks.
APPROVAL OF MINUTES
MSC (Fuller/Moot) 5-0 (Commissioners Tarantino excused, and Commissioner Ray not yet
arrived) to approve the Planning Commission Minutes of October 27, 1993.
Commissioner Ray arrived (5:35 p.m.).
MSC (Moot/Fuller) 5-0-1-1 (Salas abstained; Commissioner Tarantino excused) to approve
the Joint City/County Planning Commission Minutes of May 8 and May 18, 1993.

ITEM 1: PUBLIC HEARING; PCM-94-06 - CONSIDERATION OF AN AMENDMENT
TO THE OLYMPIC TRAINING CENTER SECTIONAL PLANNING AREA
(SPA) PLAN AND PUBLIC FACILITIES FINANCE PLAN (PFFP) TO
ALLOW CONSTRUCTION OF PRIORITY (CORE) ATHLETIC FACILITIES -
San Diego National Sports Training Foundation
Assistant Planner Wolfe gave a brief staff report, and noted that staff recommended
recertification of SEIR-89-11 and re-adoption of its CEQA Findings, Mitigation Monitoring and
Reporting Program, Statement of Overriding Considerations and review and consideration of the
Addendum to SEIR-89-11 prior to taking action on the SPA Plan and PFFP amendments.
Commissioner Moot asked if the only access road to the Center would be via Wueste Road.
Ms. Wolfe replied that Wueste Road would serve the core facilities. Access to Wueste Road
had been predicated on a maximum number of ADTs which Wueste Road could support, and
if those ADTs were exceeded, extension of Orange Avenue and Hunte Parkway would then be
required.
Commissioner Moot questioned whether there would be a light at the intersection of Otay Lakes
Road and Wueste Road. Senior Civil Engineer Ullrich stated there would be street lights, but
not a signal.
This being the time and the place as advertised, the public hearing was opened.
Laurie McKinley, representing the Olympic Training Center, stated she was ready to answer
questions from the Commission. Answering Chairman Martin, Ms. McKinley said ingress and
egress would be only from Otay Lakes Road to Wueste Road.
Commissioner Ray asked if the volunteer police would be POST certified. Ms. McKinley
replied that in the original SPA Plan there were two conditions, one for police and one for fire.
It was not anticipated there would be frre protection in the area, so the SPA Plan had been
conditioned to use a fire brigade. Since that time, a temporary fire station had been opened in
EastLake. Regarding security, the USOC has on-site professional security personnel at all times.
Regarding interim sewage facilities, Commissioner Ray asked what the capacity would be--how
far it would take them for the outgrowth.
Bill Miller, 12526 High Bluff Drive, San Diego, Project Manager, said it would carry them
for the whole first phase. The permanent sewer phase should be built long before the first phase
was built out. Regarding Orange Avenue, Mr. Miller said they were currently negotiating with
EastLake to make a bonded commitment to complete Orange Avenue, and the terms of their
current negotiations were four years.
Commissioner Ray asked what impacts were foreseen if the economy stayed the same as the last
five years in terms of development. Would they have to come back with more amendments?

Ms. McKinley said they really did not think so, because the only change they were asking for
was the use of Wueste Road for access.
Answering Commissioner Ray, Mr. Miller said that negotiations regarding Orange Avenue
would be exclusive of any economic situations. The Olympic Committee would build the Visitor
Center regardless of the economy.
Ms. McKinley stated that if anything happened so that Orange Avenue could not be built, they
would not be able to build beyond the limit of traffic impacts.
Replying to Commissioner Ray, Assistant Planning Director Lee stated that EastLake in the past
month and a half had a lot of interest and sales in the area of the small lot product. It seemed
to be picking up, and he felt they would be fairly active.
No one else wishing to speak, the public hearing was closed.
MSC (Ray/Fuller) 6-0-1 (Tarantino excused) to adopt Resolution PCM-94-06 recommending
that the City Council recertify SEIR-89-11 and consider the addendum thereto; approve the
amendments to the Olympic Training Center Sectional Planning Area Plan text as shown
on Attachment B and the Public Facilities Financing Plan text as shown in Attachment C,
subject to the conditions contained therein; and re-adopt the CEQA Findings, Mitigation
Monitoring and Reporting Program and Statement of Overriding Considerations for
EIR-89-11.
DIRECTOR'S REPORT
Assistant Planning Director Lee noted there would be a SANDAG General Assembly forum on
December 3, 1993, regarding conservation planning. He asked that any Commissioner wishing
to attend contact the secretary as soon as possible.
COMMISSION COMMENTS - None
ADJOURNMENT at 5:50 p.m. to the Workshop Meeting immediately following; thence to the
Joint Planning Commission/City Council/Resource Conservation Commission CEQA Workshop
on December 4, 1993 at 8:30 a.m. in Conference Rooms 2/3; and thence to the Regular
Business Meeting of December 8, 1993, at 7:00 p.m. in the Council Chambers.
