HomeMy WebLinkAboutPlanning Comm min 1995/01/18 MINUTES OF A WORKSHOP MEETING OF THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA Conference Rooms 2/3 5:30 p.m. Public Services Building Wednesday, January 18, 1995 276 Fourth Avenue, Chula Vista ROLL CALL COMMISSIONERS PRESENT: Chair Tuchscher, Commissioners Fuller, Martin, Ray, Salas, Tarantino, and Willett COMMISSIONERS ABSENT: None STAFF PRESENT: Assistant Planning Director Lee, Economic Development Manager Dye ITEM 1: PRESENTATION BY ECONOMIC DEVELOPMENT MANAGER CHERYL DYE ON THE CITY'S EFFORT RELATING TO BECA, HIGH TECH/BIOTECH AND BIOSHARE. Economic Development Manager Dye updated the Planning Commission on the Border Environmental Commerce Alliance (BECA); the High Tech/BioTech zoning effort and what that could mean to Chula Vista in attracting and retaining businesses manufacturing high technology products and business manufacturing biological technology products, as well as other businesses which service those types of businesses; and BioShare which would provide a clearinghouse for small business technical assistance such as financial services, export development and marketing, and coordinate with outside business assistance organizations. The goals of BECA were to support environmental business and job creation through targeted business assistance; encourage the attraction, retention, and expansion of environmentally friendly industry to the border area; support the State, Federal, and San Diego region economic conversion efforts; encourage cross-border environmental protection and cleanup; encourage the development, commercialization, and export of U.S. environmental technology/products/services; and implement a successful demonstration program as a model for furore regional/state/national environmental business partnerships. The high tech/biotech zone is an incentive program to encourage high technology industries, including biotechnical and biomedical companies, to locate and expand in Chnla Vista. The program is a public/private partnership with EastLake Development Company providing an PC Minutes -2- January 18, 1995 expedited land use, design and permit review and immediate personal attention with a maximum 60-day development review turn-around time along with financial incentives. Bio-Share will assist in developing important pharmaceuticals by making available a shared use facility, and providing an alternative to financing and building a company's own pilot production facilities; along with providing amenities and incentives to the individual companies, providing internship opportunities for students of bioprocessing programs funded by the Center. Discussion ensued regarding the zoning overlay and the effect it would have other businesses which would like to locate in that area. It was noted that this was a zone which would assist in the location of high tech/biotech businesses, but would not preclude other businesses from locating there. ITEM 2: DISCUSSION OF DATE AND TIME FOR JOINT CITY COUNCIL AND PLANNING COMMISSION MEETING ON OTAY RANCH The Commissioners discussed various dates for the joint meeting with the City Council. The meeting could not be held until the EIR had been received. Tentative dates were agreed upon which would be suggested to the Council. ADJOURNMENT at 6:45 p.m. to dinner and to the Regular Business Meeting of February 8, 1995 at 7:00 p.m. in the Council Chambers.
